Sometimes, you're borrowing a book. Sometimes, you're attending a program. Other times, you're simply looking to escape the rain. Regardless of the reason, it's important that your visit is enjoyable and one that reflects the high value we place on maintaining respectful and welcoming library spaces for all. That’s why we’re looking for a seasoned security professional who has a commitment to using a trauma-informed approach to their work, applying an equity lens, and a keen understanding of approaches beyond conventional enforcement to join us as our new Library Security Manager. The Library Security Manager is responsible for refining the library’s approach to ensuring free and open access for all. In this position, you will collaborate with a range of stakeholders to ensure the safety and security of library patrons, staff, and library facilities. This position is an unclassified senior management position and serves at the pleasure of the Director of Libraries and may be subject to discharge at any time. This salaried management position is not eligible for overtime. In this role, you will provide strategic direction and coordination of the security program of the Library system, as well as supervising security staff. You will make vulnerability assessments, investigate incidents, analyze issues and trends and make recommendations for long range solutions. You will identify, define, and implement improvements as well as new projects to provide the highest degree of security. Using an equity lens, you will oversee the development and implementation of systemwide policies and procedures, specifically addressing how our security approach can impact the most marginalized patrons. You will manage the application of the Behavioral Rules Governing the Use of Multnomah County Library and the application of those rules in library locations. This will include managing and evaluating the exclusion process, specifically looking to ensure the process is equitable, unbiased, and protects the rights of patrons as well as staff. You will advise staff on rules enforcement and exclusion process, providing training and coaching to library staff. You will serve as the library’s security liaison and partner with County Workplace Security. You will work to establish relationships with key community and stakeholder groups to create safety and security solutions that go beyond a conventional law enforcement approach. You will develop solutions that are trauma informed, community focused, and inclusive. The library is open and welcoming to all members of our community, including individuals who may be encountering hardships or challenges that affect their behavior and interactions. This position requires someone with the ability to work respectfully and capably with people from all backgrounds and age groups. You must demonstrate a positive attitude, excellent interpersonal skills, cultural sensitivity and a sense of humor while working with customers, co-workers and community. Your ability to exercise quick and mature judgment in dealing with potentially disruptive, physically dangerous or abusive customers and emergencies is crucial. To Qualify We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant. Minimum Qualifications/Transferable Skills: Bachelor's degree in criminal justice, law enforcement, or a related field. Equivalent experience will substitute for a degree. At least three (3) years of relevant experience maintaining a safe and welcoming environment, including two (2) years in a management or supervisory role. A valid driver license. Availability for emergency response and special events outside of normal business hours. Understanding of trauma-informed practices when addressing the safety and security needs of staff and patrons. Ability to demonstrate tact, diplomacy and leadership. Ability to communicate effectively, both in writing and verbally and make effective presentations through virtual and in-person engagement. Ability to lead, model and support an environment of equity and inclusion that includes an understanding of the impact of racism and oppression. Ability to pass a criminal records check, should a job offer be extended. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment. Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Experience working with vulnerable populations experiencing addiction and/or mental health crises. Experience working with and educating the public, especially diverse populations. Advanced skills in the preparation and maintenance of accurate written and computer records. Ability to use tact and good judgment when interacting with staff, volunteers, and the public. Ability to model inclusive behaviors and practices that create a sense of safety, trust, and belonging for every employee and client served. Experience supervising in a union environment. Familiarity with operations of a large public library system. Understanding of harm reduction methods. Serving the Public, Even During Disasters Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
