The Department of County Human Services (DCHS) invites applications for a Finance Specialist 1 position with the Youth and Family Services Division (YFS). We are currently recruiting for one (1) full-time position. This position is scheduled as Hybrid telework, Full time 1.0 FTE and will be scheduled 40 hours a week Monday - Friday 8:00 AM - 5:00 PM. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Youth and Family Services, 209 SW 4th Avenue, Portland OR 97204. The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part time, temporary, or on-call positions in DCHS. About the Position: As a Finance Specialist, you will be responsible for research, design, development, implementation, and monitoring and evaluation of Energy Services payment systems. Specifically you will perform invoice and billing payment tasks, tracking and reporting on grant and budget expenditures, program supply ordering, tracking, reporting and support contract management and staffing tasks for the Weatherization Program. . Primary responsibilities include: • Invoice/billing payment tasks. • Process Goods Receipts in Workday and Weatherization Database, including checking billings against cash availability, and communicating with providers if problems with invoices. • Monitor, review expenditure and conduct weekly reporting and tracking of grants. • Work with Fiscal and Contracts staff to place money on the lines for invoice payment. • Review, analyze, and communicate with providers on spending vs. budget expenditures. • Track completed invoices from Inspectors, review grant expenditures on invoice for accuracy prior to payment. • Work with providers to solve invoice issues. • Work with contracts staff regarding requirements related lines.
