JOB
The purpose of this classification is to provide first-line supervision for staff involved in conducting federal, state and County elections, registering voters and maintaining voter lists.
EXAMPLE OF DUTIES
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.Completes data entry and filing: enters new voter registration information; verifies accuracy and completeness of voter information; conducts research of state records; mails out letters to retrieve missing information and documentation; issues Certificates and Affidavits of Registration; updates existing records in statewide registration base; files new, updates existing, and pulls deleted cards as appropriate; scans and indexes registration and absentee applications; creates spreadsheets of pending applications; and files records and correspondence after processing.Provides customer service: provides voter information and answers questions regarding voter registration policies and procedures; and issues voter identification cards and voter registration certificates.; answers questions about voting, including voting early and voting on Election Day; resolves issues and problems; aids voters in locating and using online tools; discerns when a voter or an issue should be escalated to management.Recruits, interviews, hires, and trains poll officials and temporary workers: creates online training and curriculum for in-person training; writes and administers election procedures for poll workers; updates poll worker manual and other training materials; reserves training locations; creates poll worker training and election day schedules; oversees printing and distribution of training materials.Designs training classes for poll workers using Microsoft PowerPoint, video, online, hands-on and other methods for teaching adults; coordinates training schedule, materials, supplies and equipment for poll worker classes; coordinates staffing schedule for 24 facilitators to conduct each election; supervises seasonal and part-time workers including poll workers, facilitators and office staff; carries out supervisory responsibility in accordance with County policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; assesses training effectiveness and adjust as needed after every election; ensures efficient and accurate tracking and reporting of class attendance to comply with State Law; creates reports and charts using Microsoft Word, Access and Excel; ensures the department's compliance in accordance with all federal, state, and local regulatory standards, ordinances, laws, and requirements.Coordinates voting by mail activities; conducts public test of equipment and ballots; manages balloting printer; inspects ballots for accuracy; issues ballots; generates lists of voters and statistics, manages incoming voted ballots, including the Mail Ballot Verifier system.Coordinates election activities: reserves locations for use as Satellite Advance Voting polls, supervises early voting polls; requests equipment and supplies to fully operate early voting polls for each election cycle; issues provisional ballots; verifies voters have received the correct ballot based on their registered address; inspects generated ballots for accuracy; keeps records and statistics of activities and performs all close-out duties.Maintains inventory of election equipment and supplies and office supplies: updates and inventories election equipment after each election; and maintains inventory of supplies needed to conduct day-to-day work activities.Researches, compiles, monitors and reports on large amounts of data pertaining to elections operations; summarizes data, performs routine data analysis, and prepares reports; merges data into documents using templates; conducts research of department files, legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.Interprets and reads county map boundaries for proper precinct locations and performs street indexing on incorrect data entry such as addresses and precinctsProcesses various documents from a variety of sources to update voter records.Performs other related duties as assigned.Minimum QualificationsAssociate Degree in Public Administration, or related field required; supplemented by five years of progressively responsible experience managing elections and voter registration including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
SUPPLEMENTAL INFORMATION
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
