City Of Brooklyn Park is Hiring a Fire Captain (FT) INTERNAL POSTING ONLY Near Brooklyn, MN

Under general direction, plans, coordinates, assigns, directs, and participates in emergency and non-emergency operations and activities of an assigned company, shift, division, and/or station; may serve as the Incident Commander or other assigned supervisory function on emergency scenes; ensures all assigned activities are carried out effectively, efficiently, and according to Department policies, procedures, and guidelines.
NOTE: This is an INTERNAL POSTING ONLY and restricted to current City of Brooklyn Park Fire Department Employees only. External candidates will not be considered.Responds to emergencies as required.
  • Supervises single or multiple unit/company responses to emergency fire, rescue, medical, hazardous material, or other incidents.
  • Fills incident management roles as necessary, as assigned, and/or as required/outlined by Department policies or procedures at fire, medical, hazardous materials, rescue or other emergencies until relieved by a higher command authority.
  • Delegates responsibilities and assignments as necessary for efficient operation on and off emergency scenes.
  • Performs firefighting activities, including laying and pulling hose, retrieving and/or setting up equipment, forcible entry, search and rescue, ventilation and other fire-scene responsibilities.
  • Performs specialized functions by retrieving and/or setting up equipment, operating equipment, or performing other duties.
  • Renders medical care.
  • Performs hazard identification and mitigation activities.
  • Investigates alarms.
Performs various supervisory and administrative duties.
  • Provides clear expectations and sound leadership.
  • Supervises subordinate personnel through the chain of command; maintains standards; coordinates activities; allocates personnel; manages employee issues; recommends and/or carries out employee discipline as outlined in City and Department rules and regulations and administrative policies.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
  • Maintains discipline and develops documentation pertaining to employee performance; provides performance feedback and prepares performance reviews for assigned staff; counsels assigned staff on performance, training and personal development needs.
  • Prepares a variety of documents, including incident reports, schedules, directives, work orders, memos, and correspondence. Assures proper reports are complete and accurate prior to submitting them to the appropriate office.
  • Ensures that city and department rules and regulations, administrative policies and operational procedures are followed.
  • Suggests items for purchase.
 Participates in and assists with the coordination of training.
  • Assists with the planning and delivery of training programs and activities.
  • Participates in Department training activities to maintain and enhance emergency response, leadership, and command skills.
  • Participates in continuous improvement (CI) and quality improvement (QI) initiatives.
  • Attends outside training activities.
  • Participates in extra training as required for this position.
 Manages equipment and facilities.
  • Responsible for the general oversight of the fire station, apparatus, and equipment.
  • Maintains the fire station to assure that it is compliant with state building and fire codes as well as OSHA and other regulations.
  • Periodically checks equipment to assure proper maintenance has been performed. Reports and/or schedules required maintenance as needed/required. Reacts accordingly to requests made by Firefighters as to the condition of equipment.
Assists with inspections, fire prevention, and public education initiatives.
  • Assists with preplanning activities of all multiple dwelling units, commercial, industrial, public places of assembly, and high-risk occupancies.
  • Assists with and/or appropriately assigns fire inspections as directed by the Fire Marshal Division.
  • Assists with and/or appropriately assigns fire prevention, public education, community outreach, and other related activities.
  • Promptly reports suspected fire code/life safety violations to the Fire Marshal Division.
 Performs other essential job duties
  • Regular and timely work attendance.
  • Follow all safety procedures.
  • Follows all City and Department policies, procedures, and guidelines.
  • Participates in required training and maintains appropriate licenses.
  • Performs other related and assigned duties as assigned and/or required.
Education
High school diploma or equivalent.
 
Experience
Three (3) years of training and experience as a full-time firefighter. (Full time experience to be considered 2080 hours worked annually in an emergency response capacity which includes fire and medical.)
 
Licenses/Certifications
  • Licensed by the State of Minnesota as a firefighter, or the ability obtain licensing at the time of appointment (Minnesota Statute 299N).
  • Certified by the NREMT as an Emergency Medical Technician (EMT) or higher.
  • IFSAC and/or ProBoard certified as a Fire Officer I and Fire Service Instructor I (or ability to obtain certification within one year of hire).
  • Valid Minnesota driver's license.
 
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
 
Knowledge, Skills, and Abilities
  • Knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
  • Extensive knowledge of firefighting techniques and procedures.
  • Knowledge of the Brooklyn Park fire district, fire stations, resources, and equipment.
  • Knowledge of Microsoft Word/Excel and the department's records management system.
  • Skill and ability to apply firefighting techniques and procedures.
  • Skill in operating and directing various firefighting apparatus and equipment.
  • Ability to work under pressure in environments that are less than comfortable.
  • Ability to communicate well through written and verbal means.
  • Ability to follow and enforce city and department rules and regulations, administrative policies and operational procedures.
  • Ability to speak in front of a crowd and to make a presentation.
  • Ability to maintain trustful relationships among city leaders and mutual aid partners.
  • Ability to correct actions of personnel without defacing their value.
  • Ability to present a positive and professional image of the city and the fire department.
  • Ability to attend additional meetings and trainings as required as a Captain.
  • Proven ability and demonstrated commitment to an inclusive workplace related to racial equity, diversity and inclusion.
  • Ability to provide a level of customer service that meets/exceeds customer expectation and satisfaction.
  • Embrace and engage in cultural shift toward Continuous Improvement.
 
Desired Qualifications
  • Associate's degree in fire science, public administration/management, public safety, higher education or related field.
  • Certified by the NREMT as a Paramedic.
  • Knowledge of Emergency Management concepts/techniques.
  • Fluency in Spanish, Hmong, Russian, Somali or Vietnamese language(s).

The City has determined that a criminal background check and/or qualifications check are necessary for this job title. A command simulation exercise in which you will be evaluated based on the Blue Card Hazard Zone Incident Command standards in responding to a Type 4 and 5 incident. While Blue Card certification is not required, you will be assessed based on the Blue Card Command model. A limited number of copies of “Fire Command, Second Edition – The Essentials of Local IMS” is available by request through Fire Administration.

Anticipated Work Schedule: This position is a non-exempt, full-time, benefited, union position. Captains are assigned to a 2,912 (annual) hour shift although may also be assigned to a 2,080 (annual) schedule.

Anticipated Hiring Range: $31.23- $39.57 (2,912 work schedule).
