City Of Brooklyn Park is Hiring a Job Class: Senior Accountant and Accountant/Financial Analyst (FT) Near Brooklyn, MN

The City of Brooklyn Park is seeking driven individuals in the accounting field to join our growing team.   • Senior Accountant ($38.84-$52.54) performs professional and highly technical and complex accounting and analysis duties in the areas of financial reporting, budgeting, and cash management; provides assistance and guidance on accounting policies and procedures; provides support for grants management; and ensures the integrity and accuracy of the city's reporting and budgeting functions and the safeguard of city assets. This senior-level position is also responsible for leading, managing, and directing finance staff to include training, motivation, program/project and work performance evaluation and review.
  • Accountant ($32.00-$41.12) is primarily responsible for supporting and assisting with management of all aspects of the City's General Finance System Information. This includes reconciliations, account analysis, preparation of journal entries; assisting with audit process and preparing the Annual Comprehensive Financial Report (ACFR); provides preliminary support for grants management; and serving on the finance budget team working with various assigned areas.

  • Perform account analysis and prepare account reconciliations and journal entries for assigned areas. 
  • Prepare audit work papers and assist with the audit process and ACFR development.
  • Assist in the development and preparation of the city budget, serve on finance budget team, schedule meetings with assigned areas, follow through on budget questions, and prepare budget summaries. This includes preparing preliminary budget reports for council.
  • Prepare, analyze, and monitor budgets and assist other departments with finance/budget/accounting questions.
  • Prepare and file reports, summaries and plans as assigned. 
  • Record, track and maintain data.
  • Provide support for grants management.
  • Other job duties as assigned or apparent.
Accountant/Financial AnalystEducation
Bachelor's degree (or higher) in Accounting, Finance or related field
Experience
  • Previous experience performing financial analysis and reconciliations
  • Advanced level of proficiency in Excel to include creation, including pivot tables and updating existing spreadsheets
Knowledge, Skills and Abilities
  • Effective verbal and written communication and presentation skills with attention to detail and follow up.
  • Strong problem solving and decision-making skills, ability to develop alternatives and make prompt decision under constraints,
  • Ability to work effectively with minimal supervision; must set goals and priorities and work efficiently to accomplish critical objectives,
  • Strong customer service orientations; ability to create effective working relationships with a variety of people and maintain a positive professional manner while resolving customer issues,
  • Ability to maintain attention to detail and accuracy,

 Desired Qualifications
  • Two (2) years of demonstrated experience with municipal budgets, Annual reports, Reports Generally Accepted Accounting Principles (GAAP) and GASB.
  • Two years of experience with municipal government finance.
  • Previous grant management experience.
  • Previous experience with tax settlements, reconciliations, Tax Increment Financing (TIF) and special assessments.
  • Progressively responsible experience in finance or accounting.
  • Previous experience preparing and or coordinating the ACFR.
  • Previous experience with finance computer applications.
  • Fluency in Spanish, Hmong, Laotian, Russian, Somali or Vietnamese language(s).
Senior Accountant
Education
Bachelor's degree (or higher) in Accounting, Finance or related field.
Experience
  • Three (3) years of experience, preferably with municipal government finance.
  • Demonstrated experience with budgets, preferably municipal budgets (e.g., Reports, GAAP and GASB).
  • Previous experience performing account analysis and reconciliations.
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Knowledge, Skills and Abilities
  • Proficient in managing grants and other forms of government funding, including understanding compliance requirements, reporting standards, and restrictions associated with grant funds.
  • Effective in managing and developing a high-performing team to meet project deadlines.  
  • Advanced level of proficiency in Excel to include pivot tables, linking, and formulas.
  • Effective verbal and written communication and presentation skills with attention to detail and follow up.
  • Strong problem solving and decision making skills, ability to develop alternatives and make prompt decision under constraints.
  • Ability to work effectively with minimal supervision; must set goals and priorities and work efficiently to accomplish critical objectives.

Desired Qualifications 
  • Master's degree in Accounting, Finance or related field.
  • Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO).
  • Progressively responsible experience in finance or accounting.
  • Previous experience with computer applications, preferably New World applications.
  • Previous experience working with Asset Management, Capital Projects and Capital Equipment.
  • Previous experience working on creating financial models, including rate models.
  • Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds.
  • Fluency in Spanish, Hmong, Laotian, Russian, Somali or Vietnamese language(s).

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Selection Process & Testing
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Human Resources Department reserves the right to limit the number in any phase of the selection process.

Anticipated Work Schedule: Both positions are full-time, non-union positions that will work a standard schedule of 40 hours per week Monday-Friday 8:00 a.m. - 5:00 p.m. May require extended work hours to complete projects and/or attend evening meetings.
The Accountant/Financial Analyst is a non-exempt position (eligible for overtime) and the Senior Accountant positionis an exempt position.

Anticipated Hiring Wage: Depends on qualifications and team equity. These job titles are a part of a city-wide compensation study and the salary range is under review.
