Under the supervision of the Court Administrator, the successful candidate will be responsible for assisting and engaging participants of Community Court through the entire process of their court case including assisting with intakes, needs assessment, service planning and linking with community providers, and attending appointments and court appearances.
The incumbent will be responsible for data collection to assist in establishing performance metrics. Normal attention to detail is required to prevent errors. Employees in these positions have a great deal of contact with indigent defendants, public defenders, community organizations, and court, police, legal and other city employees. Work is performed in court, in an office setting and in the community.

  • Assist and encourage indigent defendants charged with misdemeanors and gross misdemeanors in gaining access to drug and alcohol, mental health, medical, educational, housing, social and other services.
  • Meet with defendants and public defenders to assist with intake assessments, determine service needs, develop a plan of action and provide monitoring of participants.
  • Assist participants in attending all appointments and court appearances.
  • Coordinate and assist entry of participants into various treatment facilities and/or substance abuse educational programs as needed.
  • Refer participants to appropriate community organizations and assist participants in scheduling appointments and obtaining services.
  • Facilitate and organize onsite group sessions and programs.
  • Provide outreach services to locate missing participants and help to re-engage them with the program.
  • Collaborate with other community resources to maintain and develop positive working relationships.
  • Maintain an accurate and complete case files for each client.
  • Maintain accurate electronic and paper records of participants information and enter data into approved database as directed, in a timely manner.
  • Case management may include psychosocial histories and assistance in developing recommendations concerning pretrial release, sentencing, and post-sentencing options. Case management does not include direct delivery of medical, clinical or other direct services.
  • Assist with developing and attaining program goals and objectives through effective program planning and implementation.
  • Develop and maintain program standards and administer program within legal requirements.
  • Perform accurate and complete data collection to assist in establishing grant performance metrics.
  • Maintain confidentiality and professional ethical standards required by state and federal statutes.
  • Attend trainings, meetings, staffing sessions, and court hearings as required.
  • Provide written weekly progress reports for staff meetings including participant's compliance with and violations of sentence conditions.
  • Facilitate graduation acknowledgement.
  • Establish and maintain cooperative and effective working relationships with those contacted in the performance of work.
  • Safely drive vehicle to off-site appointments and meetings and in the performance of related job duties.
  • Maintain regular, reliable and punctual attendance.
  • Perform other duties as assigned.
Knowledge of:
  • Principles, practices and procedures of criminal law.
  • Current local and statewide resources available and relevant to Community Court participants.
  • Familiar with the structures of public benefit and welfare systems such as subsidized housing, food and financial assistance programs.
  • Business English, spelling, punctuation and arithmetic.
Ability to: 
  • Provide relevant community-based behavioral health care and case management to Community Court participants.
  • Ability to work effectively with indigent populations, which may include working with individuals that are extremely hostile, angry and/or confrontational.
  • Speak effectively and present information and respond to questions in a courtroom environment and in individual and small group situations.
  • Understand and follow oral and written instructions of a complex nature.
  • Use tact and courtesy when explaining difficult procedures and regulations to program participants.
  • Possess strong organizational and time-management skills.
  • Flexible in scheduling work hours.
  • Operate standard word processing and spreadsheet software with accurate keyboarding in preparing letters, memos, reports and other documents.
  • Establish and maintain cooperative and effective working relationships with those contacted in the performance of work.
  • Safely operate vehicle in the performance of job duties.
  • Maintain regular, reliable and punctual attendance.
 
Education and Experience
A Bachelor's degree in Social Work, Psychology, Human Services, Criminology or other closely related field, and two years of closely relevant experience. Or, a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above. A Master's in Social Work and a certification in Moral Reconation Therapy is desirable.
 
SPECIAL QUALIFICATIONS
  • Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.
  • Must pass a criminal history background check.
Constant Demands: Seeing, hearing, and speech abilities to perform essential functions and communicate with others.
Frequent Demands: Repetitive hand and arm motion; handling/grasping; fine finger manipulation; talking; viewing computer screen; using phone communications; sitting for extended periods of time.
Occasional Demands: Walking; standing, driving; lifting (maximum of 20 pounds); carrying; climbing; pushing/pulling; bending and twisting at the waist; crouching; kneeling/squatting; reaching (below the knees, knees to shoulder, and above the shoulders); foot controls.
Environmental Factors: Low noise levels with 80 percent of employee's time spent indoors, in courtroom and office settings. Exposure to physical hazard may occur occasionally when interacting with hostile participants with potential for violence.
SELECTION PROCESS
Those applicants whose qualifications most closely correspond to the City's current needs will be contacted for interviews and/or testing. The appointing authority may conduct second interviews.
Notification – Following submission of application, an email acknowledgment receipt of application is given. Persons selected for an interview and/or testing will be notified by email, normally within 15 working days following the closing date on the job announcement.
Not Selected – No formal notification is usually sent by the City to applicants not selected for an interview or test. Should the same or another position open for which the applicant wishes to apply, he/she must apply online for each new opening.
