Job Summary and Responsibilities/Duties

This position works a 0.9808 FTE.
Shift: Monday-Friday, 8:00AM-4:30PM
Eligible for a 5% bilingual differential for English/Spanish bilingual skills.
Assists and supports families who are referred to, participating in, and/or transitioning from grant funded Child Care Resource and Referral programs through the application, eligibility, participation, and transition process. Maintains comprehensive systems that integrate application, eligibility, and participation of families and child care programs.
Essential Duties
  1. Assists families in locating child care that meets their needs including, but not limited to, hours, days, geographic location, transportation, primary language, etc.
  2. Processes family applications to enroll children in childcare subsidy programs providing families with assistance as needed.
  3. Maintains files including required eligibility, enrollment, and program documents, and ensures personally identifiable information is securely stored.
  4. Communicates with families and programs to ensure ongoing program eligibility. Supports families continued enrollment by assisting them in completing and maintaining eligibility requirements such as Enrolment Related Day Care (ERDC).
  5. Completes monthly attendance reporting to meet requirements of funding sources and applicable regulations.
  6. Outreaches to existing child care programs to become familiar with their policies, hours of operations, and vacancy information.
  7. Outreaches to programs that offer some extended hour care and determine if they have flexibility to accept families outside of their regularly scheduled hours of operation on an "as-needed" basis and with a premium attached (City of Portland only).
  8. Creates transition plans that detail next steps for child care placements and payments. Plans next steps for changed eligibility at least 30 days prior to known changes, assisting families through the transition phase when exiting the program to secure child care if needed.
  9. Provides referrals to other community agencies as appropriate.
  10. Develops attendance plans in collaboration with families and child care providers if requested.
  11. Promotes and represents the Child Care Resource and Referral program in the community. Provides outreach to potential provider matches and attends partner meetings, community events, and resources fairs.
Additional Duties
  1. Reports suspected child abuse in accordance with Oregon Statute.
  2. Attends and participates in training sessions and staff meetings, including supportive supervision that provides space for staff to explore their own assumptions and bias, multiple perspectives and the emotional impact of their work while reflecting on their goals, challenges and successes.
  3. Provides strength-based support to families.
Minimum and Desired Qualifications

Education: Associate degree in early childhood education, human services, social services or related field
Experience/Training:
  • Bilingual skills with fluency in English and Spanish, oral and written.
  • Minimum (3) years of experience coordinating resources in child care, social services, human services or relatable environment
  • Experience working with diverse backgrounds of the College's community, students and employees; demonstrated commitment to promoting access and diversity
At the college's discretion, additional education/experience above may be substituted for experience/education on a year-for-year basis.

Desired Qualifications
  • Bachelor's degree in early childhood education, human services, social work or related field
  • Experience working with children and families in a child care setting
  • Knowledge of child development and/or early childhood best practices
  • Knowledge of Employment Related Day Care (ERDC)
Additional Qualifications and/or Knowledge, Skills and Abilities (KSAs)

  • Must be enrolled in the Oregon Central Background Registry prior to beginning employment and enrollment must be maintained throughout employment
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 30 days of hire
  • Must follow assigned onboarding training plan upon hire
Required Knowledge, Skills and Abilities (KSAs)
  • Knowledge and understanding of the issues surrounding equity, inclusion, implicit bias, institutional racism and other systemic oppressions, including access to early care and education
  • Ability to communicate formally and informally with a wide range of contacts and demonstrate tact, diplomacy, empathy, and friendliness in dealing with people under stressful conditions, either by phone, through video or in person
  • Ability to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities

Working Conditions and Important Information

Working Conditions
Works assigned schedule, and exhibits regular and predictable attendance. As necessary to meet workload demands, works outside of typical schedule, including evening/weekend hours. Work may require local travel to off-campus locations. Work is sometimes performed in an emotional and stressful environment. This position is hybrid and will work both remotely and in-person to meet program needs.
