Kaizen seeks a Deputy Chief of Party (DCOP) for the USAID/Asia’s Technical Services Activity (Asia Futures). The Asia Futures activity is a Washington-managed contract designed to bolster USAID regional policy objectives in Asia. With an expansive mandate to operate across the continent, this multidisciplinary initiative aims to create resilient, equitable, and prosperous societies underpinned by strong democratic institutions. The Asia Futures activity is structured around four primary objectives, to be implemented in collaboration with the private sector, governments, and civil society: (1) Address emerging development challenges in key countries and subregions as a result of Asia’s increasingly competitive strategic environment. (2) Strengthen intra- and inter-regional connectivity and development diplomacy, including cooperation with key development donors and partners. (3) Improving resilience to climate, including related threats to health, and food systems. (4) Strengthen the capacity of USAID/Asia Missions in addressing complex threats.
Responsibilities and Duties
The Deputy Chief of Party will support the Chief of Party (COP) in managing the day-to-day project operations, including the project’s technical service delivery, administration, and logistics. The DCOP will ensure that the project is implemented in accordance with USAID regulations, procedures, and with the scope of the project. Sample duties could include:
  • Support the COP in ensuring that all project deliverables and reporting are of good quality and submitted in accordance with USAID regulations and timely.
  • Support cross-sectoral integration across economic growth, democracy, health, gender equality and inclusive development, and climate challenges by identifying and leveraging synergies among these technical areas in line with broader regional strategies, as appropriate.
  • Advance the objectives of the activity through strong technical leadership, adaptive management, and expertise in the development and implementation of Asia Futures strategies.
  • Serve as Asia Futures’ primary point of contact with USAID Missions, Bureaus, and Operating Units (M/B/OUs) regarding all technical and programmatic matters, including initial engagement for buy-ins.
  • Provide managerial and technical support to the COP, assisting in areas including work planning, performance management, and strategic communications to influence program management at all operational levels.
  • Oversee planning, coordination, and day-to-day implementation of technical activities in partnership with technical team members and the COP.
  • Supervise the senior technical team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation of activities to achieve objectives and the overall success of Asia Futures.
  • Oversee monitoring and evaluation (M&E) performance reporting to ensure alignment with client and activity objectives.
  • Work with the COP to incentivize and increase the level of USAID engagement in the Asia Futures activity.
  • As required, serve as Acting Chief of Party.
  • Available to travel internationally (up to 25% of time).
  • Other duties as assigned.
Minimum Qualifications
  • At least 8 years of demonstrated relevant experience within an international development context and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO partners, private sector partners, impact investors, and host country governments (including senior government officials) in low- and middle-income countries
  • Minimum of three (3) years of demonstrated senior-level leadership experience (e.g., Deputy Chief of Party, Deputy Project Director, Senior Technical Advisor) for economic growth, democracy and governance, and/or climate resilience programs of similar magnitude and complexity
  • Master’s degree in economic development, governance, climate resilience, international development, international trade, international communication, or a related field
  • Prior experience serving in senior leadership role on a global buy-in mechanism across diverse, challenging, and dynamic region.
  • Prior experience serving in managerial role, serving as mentor to junior staff.
  • Experience scaling project interventions in response to real-time data and evolving conditions.
  • Demonstrated ability to interact professionally with senior U.S. and foreign government officials.
  • Experience working in Asia region (Central Asia, South Asia, or Southeast Asia).
  • Fluency in English oral and written communication.
Preferred Qualifications
  • Prior experience working with ASEAN, APEC, SAARC, and BIMSTEC.
  • Understanding of USG Asian-region strategies.
