The International Republican Institute (IRI) is seeking a Deputy Chief of Party for an upcoming project in Central America. The position is based in Costa Rica and contingent on award and donor approval.
Applicants must be authorized to work in Costa Rica.
Position Requirements
  • Minimum 6 years of experience working in program management of democracy and governance programs, including on politics, electoral processes, and democratic governance, preferably working directly with civil society organizations/NGOs, political parties, political coalitions, and private sector.
  • Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects on political and electoral processes.
  • At least 5 years of experience directly managing teams.
  • Demonstrated experience supporting Chief of Party and/or implementing lead.
  • Background in political consensus-building, grassroots support and/or conflict mitigation in challenging political environments.
  • Thorough understanding of the political, social and economic situation in the Central America region and of the current local political environment. Prior experience working in Central America preferred.
  • Experience in financial management, such as budgeting; tracking, reporting and accounting; and also procurement;
  • Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
  • Ability to establish and maintain strong working relationships with political leaders, civic leaders, business people, international donors, and other implementing organizations.
  • Demonstrated examples of experience effectively communicating and briefing high level officials and others as a trainer, advisor or technical consultant.
  • Demonstrated ability to work in complex, politically charged environments facing significant security concerns.
  • Must be fluent in English and Spanish.
  • Must have strong written and oral communication and presentation skills in both English and Spanish.
  • Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;
  • Master's degree or equivalent in Political Science, Public Administration, or other relevant field.
  • Must be legally authorized to work in Costa Rica.
Primary Functions & Responsibilities
  • Support Chief of Party to provide overall program leadership, management, and technical direction, including support for the organization and facilitation of sensitive program activities.
  • Serve as an alternate to the Chief of Party as liaison with USAID, program stakeholders and civic, political and private sector partners.
  • Support the Chief of Party to provide continuous, high-level communications and briefings on local political developments and programming for various stakeholders, including funders and government officials.
  • Manage and supervise the work of program personnel and subcontractors.
  • Coordinate program experts and consultants, advise on the completion of subcontractor deliverables, and report on progress, including major challenges or risks.
  • Ensure that all assistance is technically sound, appropriate for the regional context, and compliant USAID regulations.
  • Support the creation and implementation of a strategic, long-term programmatic vision.
  • Oversee work planning, performance management, donor reporting, and strategic communications.
  • Other duties as assigned.
