DC Department of Human Resources is Hiring an Environmental Protection Specialist Near Washington, DC

Job SummaryThe mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
The Environmental Protection Specialist position is in the Natural Resources Administration, Watershed Protection Division, Restoration Branch. The incumbent of this position will be responsible for managing watershed protection and green stormwater infrastructure projects. Specifically, they will manage projects and programs like the RiverSmart Communities program. RiverSmart Communities works with a nonprofit partner to design and install green stormwater infrastructure (including but not limited to rain gardens, bioretention, permeable surfaces, and trees) on the properties of charitable organizations and places of worship in the District. This position will manage innovative Low Impact Development projects that feature green stormwater infrastructure.
Duties And ResponsibilitiesParticipates in interagency and intergovernmental groups and organizations to address environmental matters; and conducts public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings. Provides assistance in planning and developing educational and technical displays, including charts, graphs, statistical tables, and other aids for use by Department officials in conferences and community programs, and for reports and studies. Makes presentations to the public and the regulated community on environmental and natural resource issues and concerns. Provides assistance in developing federal grant applications, project cooperative agreements, and memoranda of understanding, and ensures that the grant or agreement conditions are followed.
Assists in preparing annual work plan, and monthly, quarterly, mid-year, and annual reports. Provides assistance in conducting requests for applications (RFAs), including assistance in reviewing proposals and administering the solicitation and selection process. Provides assistance in managing sub-grants, including assisting in writing agreements, preparing correspondences, conducting on-site visits, reviewing and approving reports, and maintaining grant files. Provides assistance in developing and reporting on performance measures. Meets with local groups composed of private citizens or representatives of public or private associations to acquaint them with departmental policy on environmental matters and provides information regarding proper methods for controlling and abating environmental hazards and for conserving natural resources as required. Performs other related duties as assigned.
Qualifications And EducationSpecialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Preferred Experience: At a CS-11 level, the ideal candidate would have a good understanding of the causes of urban stormwater pollution and thorough knowledge of, if not professional experience with, techniques and BMPs used to manage urban stormwater pollution. Education, experience, and/or training in environmental management, stormwater management, watershed protection, or a closely related field is important.
