ABOUT THE JOB:
Under the direction of the Deputy Chief, Fire Fleet, the Assistant Chief/ Coordinator (Fire & Rescue) provides professional staff support for research and development of the Cal OES Fire and Rescue vehicle purchase, acquisition program, and fleet management, including preventive maintenance and repair. Responds to emergencies and incidents within California or outside of California as assigned. The position provides guidance and coordination for operations of fleet during emergency operation incidents; provide staff support for Fire and Rescue Division committees and working groups and perform other related duties as assigned while overseeing Cal OES Fire and Rescue mechanics.
Provide consistent coordination with our Fleet, Operational Area, and Regional Fire and Rescue Coordinators; assist in the development of local area and regional fire and rescue mutual aid assignees, including provisions for the integration of fire and Urban Search and Rescue resources in disaster operations; provide consultation and coordination services to local, state, and federal entities, and assist with the development of recommendations for modifications in fleet program elements on the basis of evaluations, critiques, and after action reports. It is essential that this position maintain continual contact, information exchange, and a state of cooperation with the other region assignees. Additionally, coordination must be facilitated with the Region and Operational Area Coordinators and associated dispatch center so that region operations and information flow is seamlessly maintained.
Coordinate emergency fire suppression and rescue activities during the time of natural, technological, man-made, or war-caused disasters; serve as the Agency Representative for mutual aid resources at incidents or at Multi-Agency Coordination Systems centers; back-up to coordinate and respond with multi-disciplinary Urban Search and Rescue task forces for in-state, out-of-state, and international responses; evaluate incidents and operations.

Working Conditions

OFFICE: This position supports the day-to-day business needs for the Fire & Rescue branch which is handled in the office. This is not considered a hybrid telework position.

MEDICAL CLEARANCE:
An approved medical evaluation and clearance will be required prior to being hired.

DMV PULL PROGRAM:
This position is required to have a valid California Driver’s License (CDL) and participate in the Department of Motor Vehicles (DMV) Employer Pull Notice Program, as outlined on the duty statement.

Department Information

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The California Governor’s Office of Emergency Services, Fire and Rescue Division is responsible for the development, implementation and coordination of the California Fire Service and Rescue Emergency Mutual Aid Plan. The Plan is developed and updated under guidance and approval of the Fire and Rescue Service Advisory Committee/FIRESCOPE Board of Directors. The continued success of California's unique and highly effective Fire and Rescue Mutual Aid System demands a maximum level of understanding and cooperation by all who use and support it.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Bachelor of Science Degree in Fire Science, Fire Administration, Public or Business Administration or closely related field preferably.
  • Demonstrate management and oversight experience collaborating, coordinating and communicating with the Incident Command System, SEMS, NIMS, and the Mutual Aid System.
  • Experience developing and maintaining relationships with various Federal, State, and Local agencies.
  • Ability to obtain consensus on direction that will ensure continuation of the development portion of projects and help ensure successful completion.
