DESCRIPTION

Uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.

As the subject matter expert, the Business Development Analyst 4 applies advanced business process and analysis concepts to resolve highly complex issues where the presentation and analysis of situations and/or data requires an in-depth evaluation of variable factors. The incumbent provides leadership and establishes the direction and management of a wide variety of EH&S, UC and Campus initiatives and projects, initiating innovative solutions to complex problems that are critical to the organization and impact the functioning and overall success of the MRS enterprise-wide business system. The My Research Safety (MRS) system includes a suite of complex applications affecting business and technical areas such as chemical inventory, radiation, compliance, business controls, safety, waste management, pest management, controlled substances, inspections, etc. which have campus-wide impact on research, academics, and the health system.

The Business Development Analyst 4 reports directly to the EH&S Business Development Manager and works directly with scientific, technical and administrative subject matter experts to develop and implement systems to streamline and improve business processes. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. The incumbent independently coordinates business process redesign projects on behalf of MRS. In addition, the incumbent participates fully in the strategic planning, formulation of goals and objectives, and decision-making of MRS as it relates to business process automation projects. The Business Development Analyst 4 develops collaborative partnerships with the appropriate academic and administrative departments to ensure the successful outcome of MRS portal and may participate on various campus and system-wide work groups and committees.

The Business Development Analyst 4 applies professional business process analysis and project management concepts to recommend the adoption of technology products to improve operational efficiency, and working with Information Technology (ITS) , configures these technology products to meet reporting and analytic needs. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs, processes and training requirements. Independently performs complex functional and quality assurance testing of new services with project partners.

QUALIFICATIONS

  • Advanced knowledge of common organizational- or research-specific and other computer application programs.

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.

  • Must have ability to motivate and maintain good morale and productivity and create and maintain team spirit and harmony. Must be able to work with diverse groups, to participate and cooperate well with others both within and outside of the University, to exercise diplomacy and maintain confidentiality.

  • Ability to constructively handle complaints. Ability to mediate differences among large numbers of organizational groups with differing and often conflicting goals and motives. Must have strong customer-service and interpersonal skills, ability to coordinate and work with others to accomplish assigned tasks. Must work collaboratively with individuals and groups from a wide variety of backgrounds and organizational levels.

  • Advanced project management skills. Strong project management skills, including demonstrated ability to set project objectives, determine and address potential barriers; identify required resources, identify process steps and milestones; and adjust action plans to achieve desired outcomes.

  • Thorough knowledge of organizational or initiative processes, protocols and procedures.

  • Advanced analytical / problem-solving skills. Demonstrated ability to analyze and anticipate needs and problems; problem-solve independently and appropriately; make decisions; plan and implement complex projects and events.

  • Ability to envision technical solutions, communicate with both technical and non-technical staff while serving as the liaison between the two, initiate agreed upon projects building consensus-based solutions as conflicts occur.

  • Expert proficiency in the Microsoft suite of productivity applications such as Word, Excel, PowerPoint, Project, Outlook, Access, Visio and others as required. Advanced knowledge of Microsoft Access or similar Relational Database Management Systems (RDMS) including ability to use Structured Query Language (SQL), or graphical user interface equivalents, to group, analyze and transform data.

  • Ability to generate moderately complex reports/tables using diverse data sets within MS Access or RDMS equivalent.

  • Advanced level of understanding of programming techniques and capabilities with the ability to understand the infrastructure of comprehensive integrated systems. Advanced knowledge of computing tools and modern administrative information systems.

  • Must have excellent written and oral communication skills. Demonstrated experience in editing for stylistic consistency, logical organization, rational development of content, and ensuring technical content accuracy. Proven ability to make incisive, coherent presentations, design and deliver training, and respond to rapid questioning on difficult issues.

  • Must have excellent ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions from fact, situations, data and observations. Must have proven ability to motivate and maintain good morale and productivity, delegate work as appropriate, direct staff, and to create and maintain team spirit and harmonious working relationships.

  • Advanced knowledge of applicable policy analysis techniques.

  • Ability to multi-task with demanding timeframes.

  • Ability to use discretion and maintain all confidentiality.

  • Applied knowledge and business expertise. Proven ability to make recommendations and take actions based on understanding and judgment of all factors involved and based on independent interpretation and application of various disciplines involved.

  • Demonstrated ability to work independently and under pressure, to manage multiple concurrent tasks and responsibilities, and to deal with changing priorities, while maintaining personal effectiveness. Knowledge of relevant industry trends and issues. Familiar with audit, control and accountability methodologies.

  • Proven ability to direct the efforts of cross-organizational workgroups, and to build consensus among a broad spectrum of diverse constituencies and at varying organizational levels.

  • Strong oral and written presentation skills and the ability to provide clear information for senior campus administrators. Skill in negotiating and exchanging ideas with others and to arrive jointly at decisions, conclusions or solutions.

  • Ability to analyze complex information and formulate logical and objective conclusions. Ability to clearly articulate goals, strategies and direction.

  • Excellent team building and group facilitation skills, applied to diverse work groups and difficult individuals; exercise diplomacy and maintain confidentiality.

  • Demonstrated ability to assess procedures and define requirements for technical systems that streamline business process and result in productivity improvement.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in business administration, economics, statistics, political science, educational administration, or, related area and / or equivalent experience / training and progressive experience in administrative analysis or operations research; or an equivalent combination of education and experience.

  • Prefer experience with UC San Diego/UC business systems such as Maximo, Bluebeam, Oracle, Concur and UC Path. Proven ability to remain abreast of computing changes and adjust to system changes as required. Professional training and/or certifications in project management such as PMP, Scrum Master, etc.

SPECIAL CONDITIONS

  • DOJ/FBI and DMV background check clearances required prior to employment.

  • Must have access to reliable transportation and/or a valid California Class C Driver License.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
