Reports to: Executive Director of Business and Finance

Qualifications:

Reporting to the Executive Director of Business and Finance, the Controller will supervise and direct all business operations of the district with functional responsibility over accounting, accounts payable, accounts receivable and payroll. The Controller will be involved in preparing and supporting presentations for the Board of Education.

• Bachelor's degree in accounting, finance, business or related field required. C.P.A., MSBO CFO Certification or Master's degree preferred.
• Minimum of 2 years of related work experience required.
• Demonstrated ability to directly supervise personnel. 
• Excellent analytical reasoning and problem solving skills.
• Knowledge of the Michigan Public School Employees Retirement System preferred.
• Understanding of technology and its application to business functions of a public school district.

Description:

• Supervise and direct business operations of the district including accounts receivable, accounts payable, and payroll.
• Coordinate year-end annual financial audit.
• Assure compliance with school board policy, governing statutes, and professional and ethical standards.
• Maintain financial records of all Board of Education funds necessary to provide school officials with accurate accounting reports and prepare monthly financial reports for Board of Education meetings.
• Report risk management issues and internal control deficiencies as identified and provide recommendations for improving operations.
• Evaluate the effectiveness of state and federal compliance policies and monitor compliance. Submit funding requests for grants and complete final grant expenditure reports. Assist Federal and State grant coordinators with their financial records and confirm proper grant deadlines are met.
• Prepare designated financial reports for county, state, and federal agencies, which include FID (Financial Information Database), SE-4094, SE-4096 and escheat checks to the State of Michigan. Record and reconcile property tax collections, review bank reconciliations, facilitate debt payments and perform general ledger/account analysis.
• Monitor and analyze cash flow.
• Ensure compliance with required transparency information on the district website.
• Maintain an in-depth knowledge of various union contracts and their effect on operations and support contract negotiations.
• Assure the timely completion of MPSERS reports and payments, quarterly federal and state tax reports and payments, and completion of annual W-2 and 1099 reporting.
• Maintain general ledger accounts in compliance with Michigan 1022 Accounting Manual.
• Assist in budget development.
• Supervise and direct the district's 403(b) and 457 programs.
• Work with department leaders and principles on finance and budget related issues
• Perform other duties as assigned.
