City of Pittsburgh is Hiring a Principal Planner (Transportation) Near Pittsburgh, PA

Coordinates and plans the City's transportation program to enhance access, provide multi-modal choices within Pittsburgh's transportation and mobility system, and improve safety, particularly for vulnerable users.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time planning experience in urban and regional planning which includes experience in transportation review and transportation planning principles. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Master's Degree in Urban and Regional Planning, Engineering or a related field with a specialization in transportation. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.   • Works with stakeholders to develop the City's transportation and mobility planning vision, including the development of the City's Mobility Plan, network plans, and incorporation of Complete Streets and smart technology into the transportation and mobility system.
  • Devises programs, projects and guidelines to implement the City's Mobility Plan and Complete Streets policy (when adopted) and other transportation and mobility vision and goals.
  • Suggests goals, policies and priorities for transportation and mobility planning, projects and management; manages aspects of assigned transportation and mobility program.
  • Works as part of a team with the City's other transportation planners on projects; Coordinates transportation meetings with the Department of Public Works, City Planning, the Mayor's Office, and other stakeholders as needed.
  • Recommends programs for federal and other funds; manages, monitors and evaluates the implementation of relevant programs for assigned transportation projects. Works with Federal and State transportation departments and the metropolitan planning organization on funding opportunities and translating the City's vision for transportation and mobility into regional and state planning efforts and funding.
  • Works with individuals and community groups to assess needs and disseminates information.
  • Disseminates information to other governmental bodies; serves as liaison with other City Departments and represents City in transportation matters with relevant county, state and federal agencies.
  • Evaluates transportation impact of proposed projects and develops mitigating measures, including the development of a multi-modal level of service metric.
  • Designs and conducts transportation research studies and surveys; assembles and reports data; prepares and oversees the preparation of grant applications, proposals, etc.
  • Prepares accurate letters, reports, testimony and position papers on transportation needs and policies.
  • Works with consultants hired by the City, other government agencies, private developers and community organizations, and serves as contract manager.
  • Establishes and reviews the maintenance of files and information systems; analyzes and interprets data as it relates to real estate property data, transportation and traffic data, crash data, Census data, etc.; leads or supports the collection of data for monitoring of mobility programs where data does not exist elsewhere.
  • Reviews pertinent transportation and environmental legislation and assesses impact on City; advises the Department and supervisors on impact.
  • May work evenings and weekends as requested or required.
  • Represents Planning Director and/or Assistant Planning Director at meetings, conferences, etc. as assigned.
  • Performs such other related tasks and duties that are assigned or required.
