JOB DESCRIPTION SUMMARY

The Agua Caliente Band of Cahuilla Indians (ACBCI) seeks an Operations Manager for its maturing Tribal Historic Preservation Office (THPO). The Manager’s primary job function is to assist the Director of Tribal Historic Preservation by ensuring that the highest quality of work is carried out in all aspects of the department team members and operation. The Manager will conduct themselves in a respectful and professional manner in the THPO environment and work as a dynamic team member to foster interdepartmental work productivity and relationships; and serve as an ambassador for the Tribal Historic Preservation Office which includes three divisions: General Operations includes Development Review, Cultural Monitoring Program and Cultural Resource Management.

The primary work of the Tribal Historic Preservation Office is to:

• Represent the Tribe and its Members Interests on the Reservation and beyond, including participation in environmental reviews under CEQA and NEPA including Section 106, ARPA and Other Authorities
• Represent the Tribe in both NAGPRA and CalNAGPRA proceedings and negotiations
• Maintain a Reservation-wide Inventory, a Traditional Use database and Agua Caliente Historic Register
• Operate an in-demand Cultural Monitoring Program serving the Reservation and the Traditional Use Area to protect Culture and Heritage
• Work with Tribal Council and Members in Protecting and Preserving Burials while Maintaining a Tribal Registry for the Protection of Culturally Sensitive Sites
• Work in Nominating Properties to the National Register
• Assist in Educational and Public Outreach for Cultural Preservation Awareness

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Monitor and coordinate the daily operations of THPO.
• Liaison with local municipalities, state and federal agencies, and institutions on cultural and historic resource topics. Receive and respond to correspondence relative to management of cultural resources.
• Assist with maintaining operating plans, policies, and procedures governing the performance of the THPO.
• Assist with program fiscal management and the development of program's annual budget.
• Selects, coach, monitor, and appraise, maintains, and trains Department personnel.
• Ability to speak effectively in public including presenting staff reports, public presentations and respond to questions from Tribal Council, Tribal Members and members of the public.
• Maintain a safe and clean working environment.
• Maintain confidentiality of all THPO and proprietary information.
• Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

Must be computer literate in Microsoft Office Suite or equivalent software.

Qualifications

EDUCATION and/or EXPERIENCE

• Master’s degree in Anthropology, Archaeology, Museology or similar discipline, preferred.
• Five (5) years of practical experience in cultural resources management, including archaeology in both field and administrative capacities.
• Minimum of five (5) years of experience in writing technical documents for projects.
• Knowledge of environmental impact and evaluation reporting procedures; knowledge of basic planning practices and procedures of the Tribe, knowledge of government-to-government consultation procedures for Native American cultural resources; knowledge of local prehistoric, ethnographic, and historic cultures and chronologies.
• Demonstrated background in sections 106 and 110 of the NHPA, as well as understanding and working with the various programmatic agreements and protocols established by land management agencies as diverse as the US Forest Service, Bureau of Land Management, National Park Service, Federal Regulatory Commission, and other state, private, and federal agencies.
• Must demonstrate an understanding of the California Cultural Resource Management system and must be familiar with the people and processes involved in historic property preservation and management.
• Must possess a working knowledge of federal, county, state and city preservation policies and procedures. Working knowledge of tribal historic issues is a plus.
• Experience with grants and contracts including both document preparation and management preferred

WORKING CONDITIONS/PHYSICAL DEMANDS

To perform the job successfully the individual must be mobile, be able to sit, use hands to type, reach, talk and hear. Be able to work in heat for short periods of time. Light lifting; be able to perform field inspections and respond to discovery calls.

Typically the individual will be housed in an office environment but may frequently be exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Must be able to travel up to 50% of the time in and out of Palm Springs, California area.
