Professional Engineer

Bureau of District Projects and Construction

Job Summary: This is professional engineering work serving as project manager for water resources projects from planning through construction. 

Job duties include:

  • Responsible for managing regional water resources projects from planning and design through construction. Serves as project manager for small to large and complex water resources design and construction projects. Identifies and works with supervisor on project issues with consultants, contractors, and construction management staff. Prepares and / or reviews design plans and specifications for constructability prior to start of construction. Works with supervisor on the preparation and / or review of cost estimates and scheduling for construction projects. Works with District financial services staff on bids, contracts, and work orders. Prepares scopes of work for individual contracts and work orders; reviews and comments on work orders prepared by procurement; tracks and coordinates contracts and work orders with contractor, including staffing, invoices, and change order requests. Coordinates and assists with the submission of permit applications to appropriate governmental agencies. Provides construction progress reports; works with supervisor to develop construction project schedules and budgets; coordinates completion of tasks with construction contractors. Maintains communication with supervisors on progress, budget, and problems experienced during construction.
  • Responsible for developing, coordinating, and/or reviewing permit applications to ensure completeness, accuracy, and compliance with local, state, and federal regulations.
  • Responsible for construction related project manager duties. Works with supervisor in the coordination and management of contractors and construction inspections in the field to facilitate completion of construction projects. Works with supervisor to direct the District’s site construction inspector and District’s annual construction contractors on construction work plans, efficiency of construction operations, and design plans and specifications. Alerts supervisor of potential construction issues that may affect schedule, and quickly resolves problems experienced during construction.
  • Responsible for Professional Engineer (PE) design of District water resource projects. Design activities will include design of project elements consistent with the PE licensure engineering discipline and experience. Design responsibility may include preparing conceptual and detailed design, providing guidance to other District design staff in the preparation of design documents, and reviewing consultant’s deliverables to ensure compliance with project controls.
  • Responsible for general administration and participation in District/Division/Bureau project planning and budgeting. Includes training, staff meetings, and minor contract administration duties, such as evaluating proposals and reviewing invoices. Coordinate between project managers, contractors, and regulatory agencies on permit requirements and resolve any issues that may arise during the permit acquisition process.

Minimum Qualifications:

A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, and registration by the State of Florida as a Professional Engineer.

SJRWMD has determined this to be a mandatory-testing position as described in Section 440.102, Florida Statutes. Any offer of employment for a mandatory-testing position will be contingent upon successfully passing a drug screening paid by SJRWMD. Physical Requirements/Working Environment:

Mostly office environment sitting at a desk and operating a personal computer to produce work products.

Periodic field visits:

Must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

Licenses:

Valid State of Florida Driver’s License.

Valid State of Florida Professional Engineer License.

Additional Details:

Salary Range: $73,528.00 - $95,596.80 

Starting salary is based on qualifications and experience.
