Senior Regulatory Scientist

Bureau of Environmental Resource Regulation

Job Summary: This is advanced, independent environmental work reviewing the more complex permit applications, issuing Sovereign Submerged Lands (SSL) authorizations, and conducting compliance activities. Other responsibilities include providing technical, efficient, and consistent customer service support program-wide, and participating in rule development.

Job duties include:

  • Reviews the environmental portion of the larger and/or more complex applications for Environmental Resource Permits (ERPs), Formal Wetland Determinations (FWDs), and Sovereign Submerged Lands (SSL) authorizations and/or reviews the environmental portion of compliance and enforcement projects, to evaluate conformance with District rules and issued permits. Responsibilities may include performing wetland delineations; applying the Uniform Mitigation Assessment Method (UMAM); conducting site inspections for environmental assessments or compliance cases; responding to complaints and public information requests pertaining to rule violations; facilitating resolutions to non-compliance issues; reviewing construction plans, mitigation plans, legal documents, and letters; evaluating compliance submittals; writing technical reports and enforcement actions; conducting pre-application and design review meetings; coordinating the review of projects with other review team members; documenting project actions, activities, and pertinent information in e-Reg; and communicating regularly with supervisor on projects of heightened concern.
  • Proactively identifies and facilitates the implementation of adopted process improvements, program efficiencies, and consistency measures at an individual, team, and program level. Serves as a subject matter expert to support staff within the Bureau. Coordinates and reviews the work of junior staff and performs additional leadership tasks as delegated by their supervisor. Testifies as an expert witness in administrative hearings as needed; participates in public outreach including the promotion of the District’s e-permitting program and pre-application meetings; and attends professional training sessions, seminars or workshops.
  • Provide program support in training and mentoring staff and participating or leading special projects as assigned. Cover supervisory tasks as assigned in the absence of the supervisor.

Minimum Qualifications:

A bachelor's degree from an accredited college or university in biology, ecology, botany, or environmental science and six years of relevant professional experience in the environmental field.

A master's degree from an accredited college or university in biology, ecology, botany, or environmental science can substitute for one year of the required experience.

A doctorate from an accredited college or university in biology, ecology, botany, or environmental science can substitute for two years of he required experience.

Professional experience as described above can substitute on a year-for-year basis for the required college education.

Physical Requirements/Working Environment:

Mostly office environment and periodic field visits as required.

Periodic field visits:

Must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

Licenses:

Valid State of Florida Driver’s License.

Additional Details:

Salary Range: $68,723.20 - $89,336.00

Starting salary is based on qualifications and experience.
