This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

MAJOR RESPONSIBILITIES AND DUTIES:

Essential Functions: Develops and coordinates compliance programs regarding various Occupational Safety and Health Administration (OSHA), Public Employees of Oklahoma Safety and Health (PEOSH), and Oklahoma State Department of Labor regulations. Teaches, trains, and coaches individuals participating in safety classes, OSHA Outreach 10 and 30 hour courses, occupation specific safety training classes, and monthly safety classes. Provides safety training for supervisors including incident investigation and hazard identification. Prepares and periodically presents appropriate education and refresher safety programs to employees and supervisors in specialized areas of safety curricula including OSHA and driver safety. Inspects and demonstrates the proper use of personal protective equipment (PPE) and ensures that such PPE meets the ANSI standards if applicable. Regularly inspects City of Norman facilities, equipment and worksites for hazards and takes the necessary action to correct any unsafe condition(s); coordinates with vendors to maintain fire extinguishers/alarms/life safety issues. In addition, inspects and observes any other operations, contracted or requested, where the safety of City of Norman employees may be directly affected by the other operation. Investigates on-the-job injury and vehicular accidents of City employees. Investigates conditions under which accidents have occurred and recommends safety procedures or equipment to correct unsafe conditions and to reduce the potential for accidents. Monitors working conditions for illness exposure. Conducts an investigation and prepares a report of findings. Advises the departments concerning safety and injury / accident mitigation. Responds to all Citizen and Employee complaints concerning unsafe work sites, hazards in the workplace or unsafe driving / operation of equipment and takes the necessary action to correct any unsafe condition. This action may include requesting that the appropriate Department Head take disciplinary action against an employees’ unsafe activity. Maintains the Safety Manual and publishes updates to management and supervisors for dissemination to the employees. Plans, prepares, and monitors the divisional budget; monitors expenditures to ensure compliance with budget constraints. Conducts written and oral field surveys concerning employee safety and ergonomics.

Examples of Other Major Responsibilities: Directs and presides over the Safety Council(s) and Safety Awards Committee. Consults with Union representatives concerning City employee safety issues. Represents the City at meetings and through correspondence with county, state federal and regulatory agencies. Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs. Conducts new hire safety orientations. Conducts employee return to work and fitness for duty meetings. Uses computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments. Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience: Requires four-year degree from an accredited college or university in Safety, Business, Public Administration or related field or equivalent education / experience. Five years progressively responsible related experience or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Licenses and Certifications: OSHA Outreach Instructor certification preferred. Must possess a valid state driver’s license and satisfactory motor vehicle record.

Knowledge: Requires professional level of knowledge to understand medical treatment reports as they relate to OJI’s. Safety principles, regulations and loss prevention/control techniques. Thorough knowledge of construction / maintenance / processing practices, equipment, and safe operating parameters generally used in City operations. Familiarity with laboratory procedures and chemical storage parameters. Administrative principles and practices, including goal setting and program budget development and implementation.

Skills: Effective oral and written communications. Analyzing and classifying operational risks, exposures, and loss expectancies. Identifying safety needs, developing program objectives, and coordinating the safety efforts of all City departments. Investigating vehicular collisions and accidents/injuries.

Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Analytical abilities are required to integrate and interpret data from various sources, and to plan, develop, and implement responsible strategies. Ability to express ideas clearly and concisely, orally and in writing. Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) 5-10% of work time.

Working Conditions: Work is performed in a combination of a normal office environment or exposed up to 50% of the time to hazards associated with equipment, machinery, ungraded terrain at construction sites and/ or moving vehicles on roadways. This may include exposures to extremes in temperatures, dirt and dust, and/or disagreeable sights and odors.
