SUMMARY:
Performs a wide variety of duties related to the collection and processing of property and excise tax payments. Assists the public with various inquiries. Maintains confidential information related to tax foreclosure and distraint.
Acts as tax cashier and reconciles large dollar volume transactions on a daily basis and assist with accounting functions throughout the office as needed.
- Salary upon hire is $27.69 to $29.66 per hour (step 1 through 3) depending upon qualifications.
- Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $35.23/hr.). The Accounting Technician II is Range 12 of the District Court, Courthouse & Parks Teamsters Union salary schedule.
Essential Functions
Collects, verifies, and processes tax payments.
Performs a variety of collection duties related to Personal property seizure/sale, Real property foreclosure, and Bankruptcy, which are authorized by Washington State Law.
Conducts research and assignments relative to revenue collection as needed.
Assists the public at the counter and on the telephone regarding tax payments, excise tax payments, permits, and various other inquiries.
Provides detailed assistance to the public on technical information that may require knowledge of laws, regulations, policies and procedures.
Updates property tax roll with changes, processes refunds and exemptions, calculates short/long plats. Accountable for county trust funds and financial reports as required by county and state laws.
Processes excise tax affidavits and documentation. Balance excise tax transactions and determine daily excise tax balance and deposit.
Reports of excise affidavits processed to Department of Revenue.
Assists with Accounting Specialist and Warrant processing job duties as needed. Verifies deposits submitted by districts and processes cash receipts for various departments and districts throughout the County.
Maintains mail machine and scale to operate at full potential assuring correct postage for each piece is precise. Distributes incoming and outgoing office mail correspondence daily.
Maintains copiers, printers and calculators to stay in operable condition. Orders and stocks supplies/materials and maintains a neat and clean supply area. Maintains supply receipts to check invoices received are correct along with amount charged for each item and handles discrepancies with vendors.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
High school graduate or GED.
Associate degree in accounting or closely related field, preferred.
Minimum two years' experience collections, accounting, banking or related field.
An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment. Extended periods of sitting with some standing and reaching required.
