Duties

The purpose of this position is to serve as a Grants Management Specialist with performing cradle-to-grave administration including pre-award, award, post-award, and close-out functions in support of various financial assistance programs involving both discretionary and mandatory funding with various legal authorities, statutory requirements and various recipients including non-profits, educational, local and state governments, and tribal entities. This position also provides technical assistance, attends meetings and conferences of interest to financial assistance community, assists with training and business management assistance to program staff, applicants and recipients.
At the full performance level (GS-12) the major duties of this position include but are not limited to the following:

  • Determine the adequacy, accuracy, and appropriate implementation of grantees' financial administration, personnel, and programmatic functions for the agency.
  • Conduct periodic reviews of grantee practices and procedures related to federal assistance activities conducted including purchasing, financial administration, personnel, and programmatic functions.
  • Review grantees' accounting systems by examining systems, procedures, policies, and regulations to ensure they meet the requirements of the Office of Management and Budget (OMB), U.S. Treasury, and Office of Surface Mining Reclamation and Enforcement (OSMRE).
  • Resolve any identified noncompliance that arises in the performance of the financial assistance action and determines an applies remedies for noncompliance in accordance with regulation.
  • Provide technical assistance and guidance to grantees and maintains open lines of communication with grantee staff.
  • Provide direction and guidance to the technical representative and program staff throughout the life of the agreement.
Driver's License: You will be required to operate a government motor vehicle as part of your official duties. Must be able to obtain and maintain a driver's license.
Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450.
Grants Management certification: This position requires the incumbent to obtain and maintain a Grants Management certification from an approved organization
Salary Information:
GS-12: $89,910 - $116,879 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) reviewing grant applications and modifications for errors;
2) reviewing financial reports and identifying errors; and
3) providing peer review and quality control of financial assistance actions.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Technical Competence: Knowledge of a wide range of concepts, principles, and practices in grants management and skill in applying this knowledge to difficult and complex work assignments. Knowledge of and skill in applying statutes, applicable regulations, Executive Orders, Code of Federal Regulations, OMB Circulars, Bureau, and DOI policies associated with grants management including applicable cross-cutting requirements of other Federal or State agencies.
Financial Management: Knowledge of business management systems including financial management, procurement, personnel, property management, and travel and working knowledge and skill in budget analysis and cost principles and methods in order to identify and mitigate risks, ensuring that public funding is awarded to only those organizations capable of managing them.
Interpersonal Skills: Skill in effectively expressing information, both orally and in writing, to individuals or groups, taking into account the nature of the information. Skill in establishing collaborative working relationships with stakeholders to ensure that their needs are heard and addressed.
