WHAT IS THE RESEARCH, APPLIED ANALYTICS AND STATISTICS (RAAS) DIVISION?

Vacancies Will Be Filled In The Following Specialty AreasResearch, Applied Analytics and Statistics Strategy and Business Solutions, Office of Service wide Policy, Directives, and Electronic Resources (SPDER), and Office of Exam Analytics Acceleration.
The following are the duties of this position at the full working level.
  • Meets with managers, executives, and representatives throughout the Service to define the overall goals and objectives of the program and/or project.
  • Identifies action plans to improve programs and processes, including both short and long-range; ensure programs are consistent with Service goals, objectives, schedules, and policies.
  • Identifies resource requirements necessary for program success; negotiates with managers of various components of the Service to obtain needed resources and support.
  • Establishes a system to review, control, and report on project status.
  • Plans, coordinates, and establishes operating methods and procedures for accomplishment of program mission; as needed, directs the development and accomplishment of employee training relating to the project.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 SPECIALIZED EXPERIENCE: To qualify for this position at the grade 14 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes demonstrated knowledge of a wide range of analytical and evaluative methods and techniques, qualitative and quantitative; sufficient to accomplish projects or studies broad in scope and magnitude. You must also have a knowledge of a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Knowledge of the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Knowledge of management principles and processes to perform project management duties and to coordinate and integrate project objectives and recommendations; Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Ability to work with others and to maintain harmonious relationships with all parties, and the ability to communicate both orally and in writing.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.   • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
  • This announcement is for a position in the Office of Servicewide Policy, Directives and Electronic Resources (SPDER). Vacancies will be filled in the following teams within the SPDER program office.
  • Electronic Resources: Manages Servicewide electronic research contracts using procedures outlined in the Federal Acquisition Regulations. Provides Servicewide electronic research training to employees.
  • IMD Systems & Records: Develops and manages technology solutions, including SQL databases, SharePoint sites, Microsoft Power Platform, and websites.
  • IMD Policy & Support: Oversees and manages the Servicewide Internal Management Document (IMD) program. Develops and communicates uniform procedures for issuing, maintaining, publishing, and archiving IMDs.
