Nature of Work:

The Fiscal Services Manager (FSM) oversees operations related to the West Virginia Conservation Agency’s (WVCA) fiscal operations. This includes budget analysis and preparation, expenditure schedule preparation, accounts payable and receivable, procurement, development of internal controls, monitoring, and reporting. The FSM oversees the WVCA P-card and travel ghost card programs including usage, assignment, and monthly reconciliation. The FSM supervises professional, technical, and clerical employees. The FSM performs related work as required and other duties as assigned.

Work Environment:

This position operates in an indoor office environment, sitting, standing, walking, using a computer and other office equipment, performing calculations, and communicating orally and in writing. Some travel with overnight stays may be required. Work requires acute attention to detail and ability to work under pressure of deadlines.

Responsibilities:

  • Analyzes financial statistics and other accounting data.
  • Processes requests for district budget information.
  • Assists the Fiscal and HR Administrator with the development of policies and procedures.
  • Develops and implements the accounting systems.
  • Ensures efficient use of manpower and professional work standards.
  • Conducts research for the accounting needs of conservation districts.
  • Develops and interprets guidelines and training examples for current accounting software.
  • Develops/maintains computer spreadsheets for financial analysis.
  • Evaluates efficiency and effectiveness of various programs; analyzes financial records for completeness and accuracy to determine compliance with state and federal laws as well as with national accounting and auditing standards.
  • Performs extensive proofreading in reviewing conservation district budget documents.
  • Prepares conservation district financial documents such as journals, vouchers, warrants, expenses, revenues, reconciliations, disbursements, summaries, financial schedules, and transactions.
  • Oversees implementation of State Conservation Committee accounting procedures in conservation districts.
  • Manages accounting staff that prepares conservation district financial documents such as journals, vouchers, warrants, expenses, revenues, reconciliations, disbursements, summaries, financial statements, and transactions.
  • Provides assistance in leading and training employees in the maintenance of proprietary ledgers, budgetary control ledgers, reports of allotment balances, and preparing financial statements such as balance sheets and profit and loss statements.
  • Provides assistance to agency staff on current accounting systems.
  • Provides training to agency staff on accounting theory and financial statement interpretation.
  • Reviews a variety of professional accounting and other reports related to policies, procedures, investments, financial positions, and operational results.
  • Reviews prior audit reports and financial statements of the conservation districts.
  • Assists conservation districts in the preparation of tax documents such as 1099s.
  • Researches tax issues related to the preparation of 1099s.
  • Oversees contracting of projects through conservation districts.
  • Manages the procurement process of the agency and ensures compliance with state procurement guidelines. Oversees WVCA state purchasing card assignments, usage and monthly reconciliation; P-card holder; finalizes approved payments and purchases.
  • Oversees WVCA state ghost card (Master Card) assignments, usage, and monthly reconciliation; ghost card holder; coordinates travel accommodations for WVCA staff.
  • Prepares reports from wvOASIS.

Knowledge, Skills and Abilities:

  • Ability to provide leadership; coach, train, supervise staff; and manage resources to carry out WVCA and conservation district programs and accomplish targeted goals.
  • Knowledge of database principles and/or computerized accounting applications.
  • Knowledge of generally accepted professional accounting and auditing principles and practices.
  • Knowledge of governmental budgetary processes and applicable guidelines.
  • Knowledge of mathematical techniques used in the collection, review and presentation of data.
  • Knowledge of procedures for initiation, development, accomplishment, and evaluation of public programs or services.
  • Knowledge of the principles, practices, methods, and techniques of governmental accounting and auditing.
  • Skill in Microsoft Office Suite software.
  • Skill in the use of a calculator, adding machine, and computers.
  • Ability to analyze and interpret accounting records.
  • Ability to analyze financial statements and identify trends and deviations.
  • Ability to apply and to judge compliance with state and federal laws related to fiscal operations.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to interpret and explain laws, rules, and regulations.
  • Ability to issue and follow oral and written instructions and exercise sound judgment.
  • Ability to keep accurate records and to prepare written reports in a clear, concise form.
  • Ability to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly.
  • Ability to provide leadership, training, and professional guidance to staff.
  • Ability to recommend and implement effective policies and practices in the workplace.
  • Ability to use sound technical judgment in determining the accuracy and completeness of financial information obtained.
  • Ability to work under pressure of deadlines.

Minimum Qualifications:

Education: Bachelor’s degree from an accredited college or university with a major in accounting, finance, budgeting, or related fields.
Experience: Five (5) year of full-time paid professional experience in financial operations, accounting, auditing, cost analysis, or governmental accounting.
Education Substitution: None
Experience Substitution: CPA or master’s degree plus three (3) years of experience.

Additional Requirements:

· Dependable transportation and valid driver’s license.

· Physical ability to lift and maneuver 40 lbs.

· Pre-employment drug and alcohol testing.

· Pre-employment law enforcement background investigation.
