Community Action Agency of South Central Michigan is Hiring a Payroll and Benefits Administrator Near Battle Creek, MI

  • Process biweekly payroll.Audit new-hire information data entered into the payroll system.
  • Reviews and processes activity reports, employee status change forms, and various benefit, tax, and misc. withholdings as required.*
  • Files unemployment wage reports with the unemployment agency and monitors payments.
  • Maintain COBRA insurance payment records and communication with Third Party COBRA Administrator.
  • Responsible for processing FMLA employee requests, packets and communications. Prepares and provides monthly FMLA tracking reports to Director Human Resource.
  • Performs financial analysis of labor expenditures and payroll distribution reports to Finance. Works with Finance to ensure payroll compliance with grants and contracts.*
  • Responsible for all agency payroll tax, W-2, 1095 preparation and filings.*
  • Responsible for managing and overseeing the electronic timecard system.
  • Reconciles agency benefit programs with vendor invoices and other supporting documents, make changes to vendor databases as needed. *
  • Responsible for forwarding bi-weekly file of retirement and 401 (k) contributions, reviewing reports and coordinating employee 401K education meetings. Coordinates with 401K vendor and broker to ensure plan compliance (i.e. auto escalation, terms, new hires, hardship request, review and approval process etc…), schedule semi-annual plan review meetings.
  • Responsible for annual benefit mailings, notifications, and ensure required benefit notifications are in the employee benefit packet.
  • Administers the agency’s dental, medical, vision, short term disabilities and other voluntary benefits.
  • Tracks employees benefit eligibility and prepare new hire communications.
  • Oversees, administers and provides updates for the Early Childhood Incentive Grants
  • Responsible to reconcile and complete quarterly 941s.
  • Responsible for processing, completion and receipt of the 5500 forms for 401K and benefit plans.
  • Manages records of Paid Time Off accruals and usage.*
  • Processes income withholding orders and employment verification requests.* All duties as assigned by supervisor and/or a member of Senior Management.
  • Manages Benefit programs and ensures compliance with the Affordable Care Act and other benefit programs.
  • Compile information for 401 (k) annual audits. *
  • Ensure that updated W-4’s are received annually for employees claiming the EIC or exempt from federal withholding taxes. *
  • Prepares year end reports.
  • Participates in the selection of new benefit and 401K brokers and venders. Prepares RFP’s when needed.
  • Supports finance by completing AP ACHS.
  • Ensures Agency is in compliance with all State and Federal wage and hour and ERSEA laws and stays current with these laws.
  • Performs administrative duties for Human Resources and Finance Departments as needed including general clerical, statistical reports, copying, filing and other miscellaneous tasks.*
  • Train as backup for processing accounts payable; travel vouchers and cash receipts/deposits.
  • Process and track all employee garnishments in the payroll and accounts payable systems.
  • Complies with Agency’s Mission, Vision, Values and cultural statements.

Regularly required to sit, to use hands to finger, handle, or feel, and talk or hear. Frequently required to reach with hands and arms. Occasionally required to stand, bend, and walk. Must be able to occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close, distance, and peripheral vision, depth perception and ability to adjust focus.

Education: Associate’s degree or equivalent from two-year college or technical school.

Experience: minimum of 4 years related experience and/or training or equivalent combination of education and experience. Prefer nonprofit, fund accounting payroll experience.

Other Knowledge, Skills, and Abilities: Must be intermediate to advanced level user of MS Word and Excel. Prior experience with payroll software also required. Must have ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Must be a team player with a positive attitude with excellent interpersonal and communication skills. Must be able to maintain confidentiality of sensitive information and exhibit sound judgment and decision making skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. This person must have a working knowledge of wage and hour laws and be able to demonstrate the ability to apply this knowledge in performing day-to-day payroll activities. This person should be self-motivated and comfortable working in a high – pace, challenging environment with little to moderate levels of direct supervision.
