City of Bainbridge Island is Hiring an Evidence Technician Near Bainbridge Island, WA

The Police Department seeks candidates for its Evidence Technician position. The department consists of 31 team members whose work revolves around the safety of the public it serves.

The Evidence Technician supports their colleagues and the community by:
  • Providing first-line customer service via phone, email or in person; 
  • Maintaining an accurate electronic evidence record-keeping system to include on-hand inventory, disposition history and interagency transfers; 
  • Responding to evidence/property inquiries from the public and official authorities to include identification, location and possible dissemination of such items; and
  • Performing a variety of complex administrative duties related to evidence.
The ideal candidate is a detail-oriented team player who is able to multi-task with patience and flexibility. Having knowledge of the operations and procedures of a police department is beneficial but not required. Experience with Microsoft Office and the ability to learn new systems and applications quickly is desirable. The successful candidate will work efficiently, at times in stressful situations, while delivering professional customer service on a daily basis.
 
Deadline for applications: 8 am, June 17. 
Candidates who submit applications before this deadline will be required to complete a written test. The test link will be sent via email on June 17. You may begin the exam at any time once received and you will have up to 2 hours to complete the exam. The exam must be completed by 8 am on June 20. The exam may include the following topics:
  • Computer skills
  • Attention to detail
  • Math
Top scoring candidates will be invited to an oral board (interview). Interviews will be held the week of June 24, date to be determined.
 
This position and recruitment are covered by civil service rules. Scores for the written and oral portions of the examination process are weighted and, depending on the overall scores, candidates will be entered on an eligibility list. The minimum qualifying score for both the written/oral portions is 70%; the overall scores are weighted as follows: 40% written and 60% oral board. In addition, highest priority will be given to those candidates with passing scores and a minimum of one year of experience in a similar position.

Under the direction of the chief of police or designated supervisor, the Evidence Technician is responsible for the intake, processing, preservation, security, and disposition of all property and evidence coming into the possession of the Bainbridge Island Police Department. The Evidence Technician may also collect, process, and photograph evidence at crime scene locations. Day-to-day duties may vary depending upon departmental workload and critical issues.

  • Acts as primary evidence technician receiving, processing, preserving, securing, and disposing of property and evidence coming into the possession of the department.
  • Prepares and maintains accurate, complete records for property/evidence received to satisfy local and state audit requirements and legal standards; maintains property reports and other documentation associated with the chain of custody for all property.
  • Maintains strict security and orderliness of the property room.
  • Ensures the timely and legally correct notification to owners regarding the release/disposal of property recovered, found, or seized by the department; releases property for court, to persons legally entitled, for auction and for disposal.
  • Coordinates disposal of unclaimed and/or surplus property, as well as special disposal of narcotics, weapons, explosives, and hazardous materials pursuant to law.
  • Educates department personnel in evidence handling/packaging procedures to ensure continued compliance with agency accreditation standards.
  • Packages and properly documents evidence when called to crime scenes.
  • Retrieves and releases evidence for lab work, investigations, or court purposes.
  • Responds to requests for information and records by members of the public in concert with the City’s Public Records Officer and Legal Division; includes searching for and evaluating information, documents, files, and recordings for responsiveness, redacting/withholding portions of those records in accordance with the Public Records Act, and providing explanatory notes and conclusive written communication regarding those redactions. 
  • Transports samples to state crime lab for testing and metal items and drugs to regional incinerators.
  • Assists members of the public at counter, by telephone, and via email.
  • Performs back-up tasks for department administrative and other personnel, and project development, planning, coordination, implementation and reporting functions.
  • Maintains adequate supply inventory for packaging needs and orders supplies for department personnel as needed.
  • Undertakes special projects, studies and other appropriate activities as assigned by the chief of police or designee.
  • Organizes and/or participates in community events as needed, such as drug take back days and community police academy.
  • Maintains timely and regular attendance.
  • Other duties as assigned.
Graduation from high school or equivalent, and one year of experience with storage and issuance of materials and supplies, preferably in a secure storage environment, or one year of related clerical or record keeping experience; or any combination of experience and training that provides the required skills, knowledge, and abilities.
Knowledge of:
  • Knowledge of standard office practices and procedures, including computer word processing and spreadsheet programs.
  • Knowledge of local, state, and federal laws governing the processing, disposal and conversion of property and evidence.
  • Knowledge of specialized departmental functions, legislative developments, and city standards related to the work.
  • City organization, operations, policies and procedures.
 
Ability to:
  • Meet departmental and public service requests that require clarification through research or problem solving, in addition to responding to citizens in writing or by telephone and maintaining response logs, records and documentation.
  • Produce legible handwritten documents.
  • Communicate effectively, both orally and in writing.
  • Maintain confidentiality of records and other information.
  • Handle weapons and other dangerous objects such as guns and knives safely.
  • Store and account for property and evidence according to prescribed standards.
  • Effectively organize work assignments and establish priorities with minimum supervision.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialized software.
License and Certification Requirements
  • Valid Washington State driver’s license is required.
  • Successful completion of a pre-employment background check is required.
  • A Central Computerized Enforcement Service System (ACCESS) Level 1 certification within 6 months of hire is required. 
Working Conditions
This position is not eligible for a hybrid (in-office and telecommuting) work schedule.  The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an enclosed, secure area. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Occasional attendance at meetings or crime scenes or transporting evidence/property before or after regular work hours is required. The incumbent in this position may be exposed to controlled substances, chemical agents, bio-hazardous materials, hostile individuals, weapons and graphic information regarding criminal cases.

Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 40 pounds.
Additional Salary DetailsThe salary range is $5677 -$7122 per month. The hiring range is $5677-$6360 per month. Step increases are attained annually based on satisfactory performance.
