Job SummaryDefine scope of technical and quality engineering programs and develop effective, quality solutions to challenges which involve unique or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. Give quality guidance to less senior professionals on related tasks.
DUTIES
  • Apply technical and quality engineering experience in field of specialization to resolve complex problems.
  • Incorporate advanced technical and quality engineering practices and a variety of complex features such as: complicated technical requirements, application of new or special materials or processes, and difficult coordination or oversight requirements into problem solving and program planning.
  • Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area of technical and quality engineering specialization.
  • Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering and quality assurance principles; evaluate the results of programs through surveillances, monitoring, assessments, and reviews; prepare reports and recommendations based on these evaluations; and, identify and recommend improvements where established technology, methodology, and procedures are inadequate for solution.
  • Keep informed of the advancement of technology and requirements as applied within one's area of specialization and expertise.
  • Develop QA programs and procedures and ensure compliance and effective execution of technical and quality assurance requirements.
  • Be accountable for compliance with the approved schedules and that personnel under one's technical guidance are appropriately trained and effectively utilized.
  • Prepare plans including schedules, budgets and personnel requirements for solving technical and quality engineering tasks identified by management. Develop schedules, monitor progress, monitor expenditures of budget and review quality of work completed to ensure that technical and quality requirements are met.
  • Serve on a Facility Review Board, providing QA expertise in support of facility start-up and/or operation. Support facility/project needs within the assigned area by conducting procurement, procedure, and work package reviews.
  • Communicate objectives and results to customers, colleagues, and management. Prepare reports, professional papers, and articles for internal publication; Occasionally prepare reports for external publication. Communicate with DOESR personnel regarding QA Program and corrective action status.
  • Enhance expertise in field through leadership in local technical societies.
  • Demonstrate commitment to TQ concepts by active participation and successful implementation of Div./Dept. TQ initiatives.
  • Serve as a QA expert in evaluating the QA Programs of major program participants, including subcontractors and suppliers, in order to recommend corrective actions, redirect efforts, and provide judgment regarding a project or facility's potential for success. Present findings to program or facility management and Site QA.
  • Perform other duties as assigned by management.
Education
Must Qualify In One Of The Following
  • PH.D. degree in Engineering/Science with 5 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • MS degree in Engineering/Science with 8 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • BS degree in Engineering/Science with 10 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing.
  • Non-Technical degree with 13 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • At least 16 years of multi-disciplined professional Quality Assurance or engineering related experience with increasing levels of responsibility in an operations, maintenance, construction, or manufacturing environment, of which, 10 years must have been in a senior position.
Experience/Skills
  • Current or prior certification as a lead auditor. Past Client Qual. and/or ASQC-Certified Quality Engineer is desirable.
Work Hours
  • A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes Client holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by Client management.
Area Security Access
  • Candidate must be able to obtain and maintain a DOE “Q” security clearance. Supplier shall possess a positive FOCI determination from DOE which includes “Q” security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
  • The following table shows the Equivalency Requirements that may be applied in lieu of education and experience. The evaluation must explain in detail when using these equivalences. (see evaluation)
  • General Education Development (GED) or vocational degree = high school diploma
  • A.S./A.A. degree = Two (2) year general experience
  • B.S./B.A. = Four (4) additional general experience
  • M.S./M.A. = Six (6) years additional general experience
  • Ph.D. = Eight (8) years additional general experience
  • The following clarification applies to all experience requirements. The evaluation must explain in detail when using these equivalences. (see evaluation)
At SRS’s option, related experience may be substituted for education. In certain cases, depending on the needs of NNSA Capital Projects the following will be considered in lieu of minimum education and experience: unique education, specialized experience, skills, and/or knowledge, specialized training, nationally recognized certification, military training and/or experience, quantity, and quantity of experience, and/or exceptional Grade Point Average.
Qualification

Experience/Skills (4 Qualification records) Past SRNS Qual. and/or ASQC-Certified Quality Engineer is desirable. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years. Current or prior certification as a lead auditor. Candidate must be able to obtain and maintain a DOE “Q” security clearance. Licenses (5 Qualification records) Reference check to evaluate performance capability. U.S. Citizen Telephone number of the candidate is required with the proposal. Offeror must identify as a sub-tier company if applicable with proposal. (Reference BOA article regarding limitations on subcontracting Offeror must identify if candidate is actively supporting SRNS via full service employment or a staff augmentation task order agreement (includes subtier agreements).
