The Arc Northern Chesapeake Region is Hiring a Director of People and Culture Near Aberdeen, MD

Position Summary:

The Director, People and Culture plays a crucial role in ensuring a seamless onboarding/off-boarding process, managing employee compensation, retirement and benefits, ensuring compliance with labor laws and regulations, and fostering positive employee relations. He/she/they will be responsible for handling a wide range of HR functions and serving as a valuable resource for employees and management. Additionally, Act as a key driver in improving the employee experience, implementing initiatives that foster a positive and engaging workplace culture.

Position Duties & Responsibilities:

In a manner consistent with supporting The Arc NCR Mission Statement the Director of People & Culture shall do the following:

  • Provide thought leadership, consultation, and guidance to the agency on talent management strategies in partnership with the programs and executive leaderships.
  • Ensure diversity, equity and inclusion, accessibility and belonging (DEI/AB) principles and approaches are foundational to all talent management practices in partnership with the agency, programs, and executive leadership.
  • Oversee and execute the onboarding process for new hires, ensuring a smooth transition into the organization.
  • Manage employee benefits programs, including health insurance, retirement plans, and other employee benefits. Process any required benefit forms, communicate benefit options to employees, and serve as the main point of contact for benefit-related and retirement inquiries.
  • Conduct regular reviews and analysis of the company’s compensation structure, ensuring it remains competitive and aligned with industry standards. Collaborate with Accounting Department/Finance to develop and update salary ranges, job classifications, and pay scales.
  • Stay updated on labor laws, regulations, and industry best practices to ensure company-wide compliance.
  • Assist in developing and implementing HR policies and procedures, conduct audits, and ensure proper documentation and record-keeping practices. Ensures compliance with government mandated rules and regulations including Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA) Family and Medical Leave Act (FMLA), Health Insurance Portability and Accountability Act (HIPAA) and other applicable HR laws.
  • Serve as a trusted advisor and resource for employees and management on HR-related matters.
  • Manage the performance management process by assisting with goal setting, providing guidance on performance evaluations, and facilitating performance improvement plans when necessary.

Essential Skills and Core Competencies

  • Superior communication skills — oral and written.
  • Excellent interpersonal, conflict resolution, coaching, mentoring and leadership skills.
  • Ability to assess individual talents and skills and provide a solid work program for employee development.
  • Demonstrated ability to work with minimal supervision and provide creative and entrepreneurial solutions to HR issues.
  • Ability to cultivate and manage high quality stakeholder relationships and demonstrated ability to work with a diverse workforce.
  • Ability to function at a high level of discretion and confidentiality.

Education and Experience:

  • Bachelor’s degree in human resources, Business Administration, or related field required.
  • At least five years of human resource generalist experience required.
  • Current SHRM-CP, SCP, SPHR, PHR or related human resource certification highly preferred
  • Certification in DEIBA highly preferred.

Other Skills and Abilities:

Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint and Outlook). Experience with Paycom preferred.

Physical Demands and Work Environment:

While performing the duties of this job, the employee is regularly required to walk, sit, talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential function.

Other Requirements

  • Maintenance of all required trainings under DDA guidelines and The Arc Northern Chesapeake Region policies and procedures.
  • Flexibility of scheduling to meet agency and program needs including occasional evenings or/weekends.

Job Type: Full-time

Pay: $95,000.00 - $110,000.00 per year
