- Develop R&D cost estimates for prototype projects.
- Develop life cycle cost estimates to determine the total cost of a program.
- Prepare estimates for changes in technical and/or funding baselines.
- Analyze mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing a cost model.
- Provide support in defending cost estimating methodologies.
- Refining and adjusting cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-offs.
- Provide detailed cost reports and documentation.
- Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
- Develop Independent Government Estimates (IGCEs) for R&D prototype projects to support management needs.
- Prepare independent government cost estimates (IGCE).
- Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals.
- Provide all necessary cost estimating, cost analysis, documentation, and support to RCCTO Army projects/programs.
- Other duties as assigned.
- Bachelor’s degree in a related field.
- 4 years of relevant experience providing cost analysis.
- Experience in DoD acquisition programs. Army experience preferred.
- Experience with evaluating projects using different methods and options to determine the most cost-effective solution that meets the required specifications.
- Use of ACEIT (Automated Cost Estimating Integrated Tools) and Excel in the development and review of cost analyses and project cost estimates.
- Active secret clearance.
- Experience with contracts, budget, and the program acquisition processes.
- Cost Estimating certifications such as PCE/A or CCE/A.
- Experience with Earned Value Management (EVM).
