Position: ESPC (Energy Performance Savings Contract) Project Manager
Clearance: will be processed for a NACI Background Check
Location: Washington, DC (GAO HQ) - Monday through Friday
Duration: 1 year with yearly extensions
Pay Range: $120k-160k
Insight Global is seeking to hire a qualified Energy Performance Saving Contract Project Manager to sit at a federal client headquarters M-F. This individual will be supporting the customer in researching, evaluating and potentially issuing a task order as part of a larger IDIQ for the government customer. Responsibilities include:
- Evaluate potential life-cycle cost and performance of all types of energy conversation measures (ECM) and the integration of ECMs into existing facilities & mechanical / electrical / plumbing infrastructure.
- Determine a pre-ESPC baseline of HQ demand and use of electricity, natural gas, and water, as well as energy and water intensity, for 1999 – 2023.
- Manage all aspects of the ESPC process (pre-award, award, post award) including:
- ESCO selection, preliminary assessment, and Investment Grade Audit
- Task Order/Proposal, and Negotiations
- Final Design & Construction, Commissioning & Performance Verification, Project Acceptance
- Measurement & Verification
- Prepare budget, schedule & briefing documents
- Schedule & facilitate meetings
Must-haves
- 10 years of Project Management experience
- Expertise in Energy Conservation Measures (ECM)
- Background in EPSC Project Management
- Bachelors Degree
