Delta Dental of California is Hiring a Proposal Administrator Near San Francisco, CA

JOB DESCRIPTION
The Proposal Administrator leads the preparation of winning proposals throughout the opportunity life cycle. This role coordinates and monitors all phases of the proposal project, from pre-proposal preparation to development, in collaboration with internal stakeholders. Responsibilities include coordinating diverse groups of proposal stakeholders, managing proposal schedules and deadlines, and developing high-quality proposal deliverables, such as response questionnaires, annotated outlines, compliance matrices, and proposal management plans. The role also involves analyzing and developing responses to the organization's requests for proposals (RFPs) for both renewing and new business opportunities. This includes authoring compelling proposals by effectively articulating the Delta Dental value story and integrating win themes throughout the response while maintaining clarity, conciseness, and compliance.
RESPONSIBILITIES
  • Lead the proposal project and manage the successful development of a high-impact proposal, focusing on customer needs through effective collaboration across teams.
  • Collaborate with sales and other stakeholders to create compliant, competitive, persuasive, and compelling proposals.
  • Create the proposal management plan and monitor all phases of the proposal project, from pre-proposal preparation to development, ensuring on-time delivery.
  • Analyze the RFP/bid requirements to ensure both compliance and responsiveness to the customer's needs.
  • Write original content and work with stakeholders to determine key messages (e.g., value proposition, win themes, and other key differentiators).
  • Coordinate reviews, provide comments, and facilitate discussions among stakeholders to resolve information discrepancies and secure final approval of proposal documents.
  • Engage in non-proposal writing projects as requested.
QUALIFICATIONS
  • High school diploma or equivalent.
  • Trained and experienced with the Shipley proposal management processes.
  • A minimum of 2 years of professional experience managing or writing proposals, supporting captures, and/or in business development. Healthcare or Dental experience is preferred. Background in marketing and communications is a plus!
  • Ability to effectively communicate with others at all levels in the organization in a collaborative environment and contribute to decisions.
  • Strong time management skills and experience in simultaneously managing multiple proposals of all sizes, from proposal planning to delivery.
  • Demonstrated experience managing overlapping projects with multiple stakeholders under tight deadlines.
  • Ability to collaborate and work successfully in a fast-paced, deadline-driven atmosphere.
  • Outstanding attention to detail.
  • Excellent communication skills, both written and verbal.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), CRM (Salesforce, Pega), and proposal platforms (Qvidian). Loopio experience is a plus!
  • Technologically savvy with collaboration tools (e.g., SharePoint, Teams).
Licenses
  • APMP (Association of Proposal Management Professionals) Foundation Certification preferred.
Base Pay Information
The national base pay range at the end is a good faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications, and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity. $52,000 - $104,300
