Duties

This position serves as an Attorney-Advisor in the Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Enforcement Programs and Services (EPS), Office of Regulatory Affairs (ORA).
This Attorney-Advisor serves as a regulatory attorney in ORA, responsible for advising ORA leadership on the rulemaking priorities for ATF, in consultation with appropriate personnel from the Office of Field Operations, Office of Chief Counsel, and other directorates whose operations require the issuance of regulations. Such regulatory projects may include interim rules implementing statutes with a very short turnaround time; notices of proposed rulemaking proposing amendments to firearms, explosives, alcohol, or tobacco regulations that are likely to generate significant numbers of comments and interest from the regulated industries; and regulations and rulings that are likely to be the subject of litigation in Federal court.

This is a non-bargaining unit position.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Key Requirements:
  • Must be a U.S. Citizen or National
  • Pass drug screening and subject to random drug test
  • Must successfully complete a background security investigation
  • Must provide a legal writing sample (no more than 15 pages)
  • May be required to serve a two year trial period.

Qualifications

To qualify at the GS-14 level, applicants must have at least five (5) years of specialized experience as a practicing attorney.

Specialized Experience is experience which is in or directly related to the line of work of this position and which has equipped the applicant with the particular knowledge, skills and abilities needed to successfully perform the duties of the position.

  • Demonstrated ability to provide legal advice on the laws in title 18 United States Code that are enforced by ATF, including Federal laws related to firearms, explosives, alcohol, and tobacco; AND
  • Knowledge and ability to provide legal and technical advice on Administrative Procedure Act and other laws and executive policies related to administrative law or rulemaking; AND
  • Superior analytical, written, and communication skills.

Veterans' Preference: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must indicate their preference in response to the appropriate question in their assessment questionnaire (it is also recommended that information is included in their cover letter or resume) and they must submit supporting documentation (e.g., DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) which verifies their eligibility for preference. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veteran Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website, http://www.opm.gov/forms/pdf_fill/sf15.pdf for a copy of SF 15, which lists the types of 10-point preferences and the required supporting document(s). Applicants should note that SF 15 requires supporting documentation associated with service-connected disabilities or receipt of nonservice-connected disability pensions to be dated 1991 or later except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that retirement was due to a permanent service-connected disability or that they were transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more).
