Located along the scenic Columbia River Basin 45 miles north of Portland, Oregon and 145 miles south of Seattle, Longview is a comfortable and affordable rural community with easy access to larger city amenities and abundant outdoor recreational activities.

Position Information : The third level of the Community Development Series is responsible for directing and managing the overall operations of the City's Community Development department, which includes divisions such as; Building, Planning, and Solid Waste. Specific duties could include: managing staff to include hiring and firing decisions; developing and implementing development standards; ensuring compliance with applicable Federal, State and local laws and regulations; working with external agencies and community members to design and implement long-term development plans; and ensuring all Community Development operations are aligned with the City's goals and priorities.
The Community Development Director is distinguished from the Community Development Coordinator in that it has responsibility for the overall management and direction of the Community Development Department, including budget and personnel management.
Essential Job Duties
Directs staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions.
Provides oversight and directs the implementation of internal operations for divisions such as Building, Planning, and Solid Waste, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards; coordinates activities between multiple service areas; and works to integrate and coordinate service areas.
Identifies appropriate funding streams to meet program needs; selects, manages, and monitors compliance with applicable grants and contracts.
Serves as a liaison with employees, external organizations, and the community; represents the City at a variety of meetings, public events, training sessions, committees, and/or other related events.
Develops and administers division budgets; approves expenditures; reviews financial reports.
Participates in a variety of meetings related to development projects.
Performs other duties of a similar nature or level.
Minimum Qualifications
Training and Experience
Bachelor's degree in planning, public administration, or related field; and 5-7 years of management experience in Community Development or a closely related function.
Note: Additional qualifying experience may, at the discretion of the hiring manager, substitute for the required education of the assigned position.
