Job Description

City of Longview, WA - IT Director Recruitment
Longview, Washington is located in Southwest Washington along the scenic Columbia River Basin 50 miles north of Portland, Oregon and 145 miles south of Seattle. Longview is a comfortable and affordable community with close proximity to larger city amenities as well as abundant outdoor recreational activities in the Cascade Mountains, Pacific beaches, and numerous rivers and lakes.

Recruitment Process Information:

Position Information:

The Information Technology (IT) Director is responsible for directing and managing the overall operations of the City's Information Technology (IT) department and Geographic Information Systems (GIS). This position is responsible for managing departmental staff, including hiring and firing decisions; establishing policies and procedures; developing and managing the City's IT strategic initiatives; preparing departmental budget; and ensuring all Information Technology programs and initiatives are aligned with the City's strategic direction. The IT Director will provide for strategic direction through ongoing research and analysis to plan for changes and new projects to meet the dynamic needs of information, database, network, communication systems and security.
**The candidate selected for this position will be subject to passing a pre-employment criminal background check.

Essential Job Duties

  • Manages and directs departmental staff, including coordinating and directing workflow, making work assignments, training staff, conducting performance evaluations, and making disciplinary, hiring and firing decisions.
  • Provides strategic leadership and guidance at the executive level in critical areas of technology service operations.
  • Develops standard operating procedures and network access policies; establishes network standards and ensures new projects and/or acquisitions adhere to them; analyzes industry trends and selects appropriate standards; creates standard operating procedures and implements policy; and approves requests for new hardware/software acquisitions.
  • Develops and administers the department budget and monitors and approves expenditures.
  • Ensures organizational programs and projects are integrated into the department and effectively managed through organizational development, employee programs, and/or other related programs.
  • Provides expert advice and recommendations to staff at all levels; reports on technology issues to executive staff and departments; understands and aligns technology, financial and staffing resources to address current and future priority technology needs for the City; recommends strategies and/or projects to improve organizational effectiveness.
  • Develops short and long-range plans, goals, and objectives for technological functions. Remains current on developments in the field. Coordinates department services with other departments and governmental agencies.
  • Provides technology-based training to City departments to meet changing system demands. Assists City departments in determining technological/computer needs.
  • Performs other duties as required.

Minimum Qualifications

  • Bachelor’s degree in computer science, management information systems, or related field AND 7-10 years of information technology management experience.

  • Experience with budgeting principles and practices.
  • Knowledge of structured project methodologies and project planning tools.
  • Skilled in long-range systems planning.
  • Ability to manage and direct staff professionally and effectively.
  • Monitor and evaluate the work of subordinate staff.
  • Skilled in Information technology management, and the use of computer and related software applications.
  • Effective at working collaboratively with other departments to analyze needs.
  • Ability to develop strategic plans that support and improve IT and organizational operations.
  • Ability to conceptualize, launch and deliver practical technology projects on time and within a budget.
  • Skilled in achieving results using a flexible, open approach to problem solving while remaining sensitive to people issues.
  • Communicate effectively with staff, co-workers, and the general public in a professional manner.

The City provides a comprehensive benefits package that is predominantly employer-paid for full family coverage, which includes medical, dental, vision, employee assistance program, long-term disability insurance, and basic life insurance with buy-up options for the employee, employee’s spouse and dependents. All employees are required to participate in the Washington State Department of Retirement Systems programs and have the option to participate in a 457 deferred compensation program. Other benefits include generous paid leave such as vacation, holidays, and sick leave, and voluntary participation in a tax-deferred medical or dependent 125 plans.
