CITY OF HENDERSON, KENTUCKY POSITION SPECIFICATIONPOSITION TITLE: PROJECT MANAGERPURPOSE OF POSITIONThe purpose of this position is to provide technical engineering and administrative direction to the engineering division. Duties include, but are not limited to, coordination, design and management of projects and on-site supervision.ESSENTIAL FUNCTIONSThe following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.• Supervises and manages the engineering division operations and staff.• Coordinates and directs other staff as necessary for assigned projects.• Reviews and interprets state and federal regulations and ensures compliance.• Provides technical direction for other divisions; designs construction or reconstruction of streets.• Prepares drainage studies and designs construction or reconstruction of drainage projects.• Oversees construction of projects; monitors projects involving city work crews.• Prepares a variety of bid specifications on various projects, cost estimates to determine project feasibility, and site plans. • Manage a variety of reports, correspondence, and related documents; prepares long range cost data and projections; transmits or presents as appropriate.• Coordinates designs and manages special projects as assigned by the Assistant City Manager or designee.• Consults with Management, City Management, department heads, contractors, and the general public as needed to provide technical assistance, discuss problems, coordinate activities, provide information, and receive advice/direction.• Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.• Ensures adherence to established safety procedures. • Consults with assigned staff to review work requirements, status, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.• Coordinates work activities with those of other departments, outside agencies, or others as needed.• Monitors status of work in progress; inspects completed work.• Lays out projects; measures distances, sets stakes, and shoots grade.• Monitors milling and paving projects with outside contractors and status of work.• Monitors concrete projects with outside contractors and status of work.• Assists with development and administration of department budget; monitors expenditures.• Maintains file system of departmental records.• Development of budgets and monitors expenditures.• Operates a computer to enter, retrieve, review or modify data in computer database; uses knowledge of various software programs to operate a computer in an effective and efficient manner, including, but not limited to, MicroPAVER.• Communicates with City Manager, Assistant City Manager, employees, city departments, vendors, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.• Responds to complaints and questions related to operations; provides information, researches problems, and initiates problem resolution.• Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.• Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. • Prepares a variety of plans, maps, forms, specifications, records, and reports; utilizes, presents, publishes, records, or transmits as appropriate. • Responds to public inquiries; provides information, resolves problems, or refers as appropriate; participates in public relations for the city.• Project manager for various construction or special assigned projects.• Acts as the liaison to the Airport Board.• Provides technical assistance and coordination of community development projects.• Assists with application for federal and state grants through local ADD district.• Acts as the liaison with the Corps of Engineers.• Assists with current LPA projects.• Provides technical assistance and project management services to other departments as necessary.• Works closely with the MPO/KYTC for federal and capital allocation funding as it relates to both HART and transportation projects.• Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required.• Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.ADDITIONAL FUNCTIONSPerforms other related duties as required, necessary, or assigned.MINIMUM QUALIFICATIONSBachelor’s degree in Civil Engineering, Planning, Construction Management, or closely related field; supplemented by four (4) years responsible experience and/or training that includes civil engineering or project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. A professional engineer (P.E.) license or an engineer-in-training (E.I.T.) certification with the ability to obtain a P.E. license is strongly preferred. Must possess and maintain a valid driver’s license.PERFORMANCE APTITUDESData Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.ADA COMPLIANCEPhysical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of depth, texture, and visual cues or signals.
