CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: RECREATION PROGRAM MANAGER
PURPOSE OF CLASSIFICATION
The purpose of this classification is to plan, promote, and manage recreational activities for the community, and to manage and promote operations of the municipal swimming pool.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Serves as Swimming Pool Operator/Aquatics Director; develops operational manual for swimming pool and aquatics program; develops written applications for lifeguards; reviews applications, interviews, and hires lifeguards, cashiers and concession workers; trains cashiers and concession workers as appropriate; trains lifeguards in emergency action plan, operations, and first aid/CPR. Also provides in-service training to seasonal employees.
• Maintains equipment and supply inventory; contacts vendors to obtain price quotes; obtains concession equipment and orders food supplies, pool chemicals, pool supplies, lifeguard suits, recreational supplies, and staff t-shirts.
• Inspects safety equipment and facilities to ensure proper standards are met; serves as liaison to the Health Department and assists with pool and facility inspections as required; supervises weekly staff meetings and reviews safety procedures; reports and follows up on incidents and submits accident reports to city personnel; ensures safe handling of hazardous chemicals; authorizes and/or orders pool closing as needed for safety purposes.
• Obtains necessary food and waterslide permits; maintains certifications; arranges for pool preparation; inspects chemical lines, performs chemical tests, and add chemicals as needed.
• Provides programming for the pool; teaches a variety of classes, such as CPR/PR, first aid, lifeguard training, water safety instructor training, head lifeguard training, and community water safety; teaches or coordinates swim lessons and water exercise classes for various age groups; trains and certifies firefighters in lifeguard skills.
• Recommends programs and activities to Park and Recreation Director; maintains records and develops reports on new or existing programs; evaluates programs for effectiveness and efficiency; serves as acting Director as required.
• Plans, coordinates and oversees staffing, use of volunteers, and logistical arrangements for events and programs; ensures adequate staffing; plans/conducts activities such as holiday parties, youth golf clinics, first aid for kids’ classes, senior games and programs, nutrition class, emblem contests, children’s art camp, teen dances, and disaster preparedness class; plans, registers, and collects fees for volleyball and golf lessons.
• Assists with the review of annual budgets for the recreations program and aquatics program, monitors expenditures under current budget.
• Interacts with the Housing Authority, the United Way, the Health Department, the media, civic groups, the YMCA, the American Red Cross, the School Board, other service groups, and the general public as needed to provide information, coordinate activities, discuss problems, and/or receive advice/direction; responds to and resolves questions and concerns from the community.
• Attends and participates in a variety of organizations and community meetings; works with groups regarding special events; provides advisory support in developing, promoting, and evaluating community recreation programs. 
• Maintains and operates River Front Water Feature; maintains chemicals, checks filters and adds chemicals as needed and cleans vaults as needed.
• Oversee operations of Central Park Fountain; monitor chemicals and water quality.
• Oversee operations of East End Spray Park; clean drain filters, monitor control panel.
• Markets pool facilities/programs and recreation programs; prepares flyers, brochures, and media releases; distributes and submits appropriate; oversees pool rentals and rental agreements.
• Maintains accurate records pertaining to chemical usage, water quality, recreation programs and activities, payroll hours, attendance, and gross revenue; prepares and submits related reports; prepares a variety of reports, records, and related documentation, and forwards as appropriate.
• Maintains current knowledge on developments, trends and issues pertaining to community recreation programs and leisure services; attends pool maintenance seminars as needed. 
• Operates, repairs, and maintains mechanical equipment for pool operations; oversees shut down activities for annual and emergency maintenance procedures; monitors building operations and ensures sanitation codes are met; stores toxic chemicals; sanitizes swim decks, and performs other general maintenance/cleaning duties. 
• Maintains certifications and abilities pertaining to CPR and First Aide. 
• Maintain regular and predictable in-person attendance during regular business hours of the City of Henderson is required.
• Must be able to respond to park facilities for emergencies or as needed or required in a timely fashion outside of normal business hours.
• Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.
ADDITIONAL FUNCTIONS
Performs other related duties as required, necessary, or assigned.
MINIMUM QUALIFICATIONS
Bachelor’s degree in recreation or closely related field; supplemented by three (3) years previous experience and/or training that includes education, recreation, aquatics, youth programs or related work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain certifications for Pool Operator, CPR for Professional Rescuers, Blood Borne Pathogen Training, and Hazardous Chemicals Training. Must possess and maintain a valid driver’s license.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Physical Ability: Tasks require the regular and, at times, periodic performance of moderately to heavy physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-75 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, temperature extremes, toxic agents, disease, or pathogenic substances.
