Job Description: MSI has an exciting opportunity for a seasoned professional in Proposal Operations to join our Federal sector in Reston, VA. This individual will hold a Manager role and will be responsible for leading, writing, and managing proposal operations to ensure efficient knowledge management, standardized processes, and timely submission. This position requires strong initiative, seasoned federal proposal writing skills, and hands-on tactical execution while supporting multiple proposals. Working directly for the Vice President of Corporate Growth, the Manager will collaborate closely with MSI executives to develop and deliver premier proposals for our Federal Government Clients.

Responsibilities:

  • Lead the development and management of MSI-wide proposal operations, ensuring consistency and alignment with core MSI capabilities and values.
  • Document proposal and capture processes based on company growth strategy.
  • Collaborate with the capture teams to analyze the competitive landscape and develop winning strategies to enhance MSI's competitive position during the capture and early phases.
  • Oversee compliance and proposal knowledge management processes and develop/maintain centralized proposal libraries or other reusable knowledge databases.
  • Lead proposal collaboration and document change management.
  • Create compliance matrices, proposal schedules/calendars, and proposal volume templates.
  • Assist in developing bid and proposal cost estimates and oversee tracking of bid and proposal funds.
  • Lead the initiation, development, and execution of responses to Requests for Information/Proposals (RFI/Ps) and support the development of associated products.
  • Provide proposal strategy guidance and support to internal stakeholders on solicitations issued under various contracting vehicles.
  • Ensure thorough planning for all proposal pipeline opportunities.
  • Support Vice President of Corporate Growth in defining proposal themes and strategies, generating writing assignments, and contributing to After Action Reviews.
  • Assist in bid/no-bid decisions and lead/support proposal color reviews.
  • Provide desktop publishing, editing, and formatting support for proposal volumes as needed.
  • Perform other duties as assigned by the Vice President or CEO.

Skills and Qualifications:

  • 7-10 years of experience in federal government proposal management
  • Capable of managing conflicting priorities with adaptability while ensuring alignment with overarching strategic goals
  • Ability to advance initiatives independently with minimal day-to-day supervision
  • Excellent strategic thinking, communication, and writing skills
  • Ability to work collaboratively across internal teams and lead cross-functional initiatives
  • Sales acumen for creating compelling proposals
  • Business development knowledge to drive growth through proposals
  • Understanding of profit loss statements
