The Harbor is Hiring an On-Call Advocate Near Astoria, OR

Position: On-Call Advocate
Compensation: On-call stipend of $30/shift, plus hourly rate for hours worked; $500 bonus at 6-month anniversary, and another $500 on 1-year anniversary
Hours: On-call shifts available weeknights, holidays, and weekends
Responsible to: Director of Services

Who is The Harbor:
We are Clatsop County’s primary community-based advocacy service for survivors of domestic and sexual violence. Established in 1981, our services have evolved to include a 24-hour crisis line, responding in person to calls from law enforcement and health care providers for in-person advocacy, a drop-in advocacy center, confidential shelter, and wrap around services such as support groups, legal support, and mental health services. We also have a prevention team that works primarily with youth but also engages with businesses and community partners to end interpersonal violence in our community. Our team is here to support all survivors with strengths-based services that promote self-determination and hope.

Position Purpose:
With support from the Director of Services, the On-Call Advocate provides advocacy and support to individuals and families fleeing domestic violence, sexual assault, and stalking. This position answers our 24-hour crisis line and responds to requests for an advocate’s presence by survivors, law enforcement and local hospitals. Services reflect our mission to provide advocacy, prevention, and support to promote self-determination and hope for survivors of domestic violence, sexual violence, and stalking.

Duties and Responsibilities: Provide crisis intervention advocacy to those who have been victimized by sexual assault, domestic violence and/or stalking. Other duties include but are not limited to the following:

  • Complete the 40-hour Advocacy training and a minimum of 40-hours of hands on training/shadowing
  • Work independently after completing training requirement and obtaining supervisory approval
  • Provide coverage for the agency’s 24-hour Crisis Line, covering a minimum of 10 shifts per month
  • Provide on-call advocacy support both in person and via phone to survivors regarding intimate partner violence, sexual assault and stalking including but not limited to informing clients of their rights, making referrals for appropriate resources, safety planning and scheduling follow up appointments for clients with in-office advocates
  • Maintain and abide by all policies regarding client confidentiality and Advocate-Victim Privilege
  • Respond to hospitals, police stations and other safe locations at the request of law enforcement, medical staff or prospective clients in crisis to provide crisis intervention advocacy including but not limited to transportation, confidential emergency shelter, information and support during a sexual assault exam, referral to partner agencies, provide replacement clothing and essentials, etc.
  • During on call hours be ready to respond in a timely and professional manner to crisis calls throughout Clatsop county
  • Strictly follow and maintain all agency policies including safety precautions pertaining to response for advocates, survivors, and their children
  • Remain within county limits, in cell range and no more than 30 minutes away from major county cities during on call hours. Maintain a residence within the county limits or receive special permission to reside outside county limits
  • Submit time sheets, expense reports, statistical reports and mileage records in a timely manner
  • Attend weekly all-staff meetings
  • Position is subject to a 6-month probationary period

Required Qualifications & Experience:

  • Demonstrated ability to remain calm, make sound decisions, give clear direction and provide strong leadership in crisis situations
  • Ability to maintain confidentiality
  • Strong verbal and written communication skills
  • Demonstrated ability to problem solve and be proactive
  • Basic computer technology skills, including Microsoft Office programs. Ability to learn new technology systems and implement within scope of duties
  • Must have a valid driver's license. Background check and DMV Driving Record review required

Preferred Qualification & Experience:

  • Bilingual and/or bicultural
  • Certified Advocate in the State of Oregon (completed 40 hour training)
  • One year working with domestic and sexual violence survivors in a social service setting

Pay: From $30.00 per hour

  • 12 hour shift
  • Day shift
