This position is assigned to the Division of Water and Waste Management (DWWM) within the Permitting Section’s Groundwater and Underground Injection Control (UIC) Program and Stormwater Permit Team. Under close supervision, at the entry-level, these positions perform professional work in a training capacity providing a wide variety of engineering services or creative works.

The employee will have regular contact with the applicants, permittees, other agency personnel, and the public. The position has primary responsibility for the preparation of certified files and writing responses to comments. The position will require attending public meetings, public hearings, and sitting before the Environmental Quality Board (EQB) and the Oil and Gas Conservation Commission. The position will review and provide technical responses to groundwater monitoring plans and reports. The position may require occasional travel and field work for inspection/evaluation of sites, their equipment, and/or permit compliance determinations.

The employee must have advanced written and verbal skills with the ability to deal with, and communicate effectively with, a broad spectrum of applicants and members of the public. The performance of duties in this position will require application of knowledge and training in engineering, mathematics, and physical sciences.

Examples of work includes:

  • Writing Response to Comment documents for public comments supplied to the DWWM and/or made by the public at hearings.
  • Reviewing complex permit applications, or portions thereof, including equipment and facilities hydraulic, pneumatic, or mechanical in construction to ensure protection of underground sources of drinking water (USDWs), health, and the environment per 47CSR13 (The UIC Rule) and all other applicable State and Federal laws, regulations, policies, and guidance.
  • Input data into modeling software and analyze resulting models for Carbon Capture & Sequestration (CCS) and Industrial Disposal Wells (IDW).
  • Drafting permits for applications recommended for approval and making recommendations for corrections to, or the denial of, permit applications.
  • Assess and interpret various electronic logs, including gamma, resistivity, spontaneous potential, porosity (neutron density), acoustic/sonic, formation pressure, temperature, and caliper, etc.
  • Assess Areas of Review (AoR) for applications to protect and mitigate adverse impacts to local communities identified by EPA for environmental justice and comply with the terms and conditions of federal funding in purposes of program development.
  • Review associated facility, history, self-monitoring reports, inspection reports, guidelines, and conduct field reviews and/or meet & correspond with applicants as necessary.
  • Writing reports detailing findings, conclusions, and recommendations from reviews and/or inspections.
  • Travel to CCS and IDW wells within the state, inspect sites and/or equipment, write reports and issue Notices of Violation when appropriate.
  • Employees will ensure applications, engineering plans, pollution prevention plans, and groundwater protection plans adhere to state requirements and guidelines.
  • Will perform other duties as required or assigned.

Minimum Qualifications

Training: Bachelor's degree from an accredited college or university with a major in Engineering.

OR

Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

Special Requirement: A valid driver’s license is required.

NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.

Other Information

Preference will be given to applicants who have Environmental Engineering, Geotechnical Engineering, Mining Engineering, Petroleum Engineering degree; experience with well construction and/or geology.

PG: 18 $42,898 - $79,358

Market Rate: $69,922
