Employee will be assigned to the Division of Land Restoration, Office of Abandoned Mine Lands and Reclamation (AML), AML Waterline and Economic Revitalization (AMLER) Programs. Under close supervision of a licensed professional engineer, will perform the following technical services at the trainee performance level:

  • Assist with the management of the Abandoned Mine Lands (AML) Waterline Program, which is a $5-$10 Million (average construction costs) per year program funded by Federal grants from the Office of Surface Mining Reclamation & Enforcement (OSMRE).
  • Assist with the management of the Abandoned Mine Lands Economic Revitalization (AMLER) Program, which is a $25-30 Million (average awarded costs) per year program funded by Federal grants from the Office of Surface Mining Reclamation & Enforcement (OSMRE).
  • Review project applications, plans, design reports, and specifications of AMLER and AML Waterline projects for compliance with state and Federal regulations.
  • Assist with the management of both the AML Waterline and AMLER Programs by working with other staff members on feasibility studies, attending field meetings, and misc. administrative functions such as reporting and record keeping.
  • Perform various administrative and project management duties for two statewide Federal Grant programs (AMLER and AML Waterlines).
  • Duties include coordinating with, and reporting requirements for the Federal funding agency (OSMRE), reviewing pay applications, tracking and reporting individual project progress, and scheduling and attending various project meetings, and coordinating with the DEP sub-grants group. Duties also include assisting sub-grantees with bidding the process, and participating in the AMLER project selection process in coordination and cooperation with other WV State agencies.
  • Assist with the design feasibility studies for AML Waterlines program applications to determine eligibility for program assistance.
  • Attend various field meetings, such as pre-bid, pre-construction, on-site progress meetings, and site monitoring visits for AMLER and AML Waterline projects.
  • Review project plans, design reports, and specifications of AMLER and AML Waterline projects for compliance with state and federal regulations.
  • Attend, as an invitee, two monthly WV Infrastructure and Jobs Development Council (IJDC) meetings, and review monthly IJDC waterline assistance applications to determine if AML Waterlines Program funding might be available.

Applicant must have the ability to establish and maintain effective working relationships with federal, state, and local officials, the general public, supervisors, co-workers, and staff. Applicant must also have the ability to write reports in a clear, concise form, and present factual material and ideas effectively; and have excellent oral and written communication skills. Must have the ability to operate a motor vehicle.

Minimum Qualifications

Training: Bachelor's degree from an accredited college or university with a major in Engineering.

OR

Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

Special Requirement: A valid driver’s license is required.

NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.

Other Information

Preference will be given to applicants who have Chemical, Civil, Electrical, Computer, Environmental, Industrial, or Mechanical Engineering or Technical Degrees.

PG: 18 $42,898 - $79,358

Market Rate: $69,922
