Position Title: National Project Director (HIV Data Analytics and Public Health Experience Required)

Reports To: Vice President, Research & Evaluation

Employee Status: Full-Time Exempt

Location/Office: NYC (CAI has a hybrid work schedule of working 2 days in the office and 3 days remote.)

GENERAL STATEMENT OF RESPONSIBILITIES

CAI is seeking a highly qualified candidate with at least 5 years’ full-time project management and HIV data analytics experience in public health, for the position of National Project Director, Data Integration, Systems, & Quality (DISQ), funded by the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB). The DISQ Team serves as a resource for recipients and providers funded through the Ryan White HIV/AIDS Program (RWHAP), as well as data system vendors and HRSA HAB staff to assist with improving collection, integration, reporting, use, and overall management of RWHAP data. This role requires leadership and expertise in the planning, delivery, coordination, and evaluation of all technical assistance (TA) modalities offered by DISQ, including webinars, virtual peer learning opportunities, ad hoc email TA, ongoing TA, proactive outreach TA, and on-site TA, as well as direct management of budget, strategic planning, and communication with the funder.

MAJOR TASKS AND RESPONSIBILITIES (include, but are not limited to):

  • Provide day-to-day direction, management, and vision for all activities associated with administering and managing the development of materials and delivery of TA for the project, including overseeing daily operations, and responding to requests from the funder about project activities.
  • Oversee all web-based and distance learning capacity building strategies including webinar series; learning communities; individualized, expert and peer-to-peer learning experiences; web-based resources including written resources, videos, and e-learning modules.
  • Oversight/supervision of staff and consultant on the project to ensure work is completed in a high-quality, timely fashion according to the scope of work and project goals.
  • Provide direction on emerging public health data analytic needs specific to the RWHAP program, particularly affecting marginalized people, populations and communities. 
  • Lead all communication with HRSA HAB Project Officer, including responding to all funder reporting requirements, collaborating on strategic directions, and supporting workplan revisions and responsibilities.
  • Oversee all TA requests, respond or refer as needed to ensure requestor needs are met, and ensure quality in TA tracking processes by grantee and by topic
  • Coordinate with funder and data/IT system vendors to create plans to respond to reporting changes, system updates, and user needs.
  • Assist in preparation of all project related reports, funding proposals, research and evaluation findings.
  • Develop, coordinate and oversee the dissemination of project evaluation or research findings through written, web-based, tabular and power point presentation.
  • Attend and represent CAI in various meetings relevant to the role (with national, local, and state partners), and/or conferences.
  • Other duties as necessary/assigned.

MINIMUM EDUCATION, EXPERIENCE AND OTHER REQUIRED SKILLS: 

  • Master’s degree in public health or related field 
  • At least 5 years full-time project management experience and experience leading complex public health and data analytics initiatives
  • Professional experience in designing data collection and reporting forms, systems and guidance to facilitate evaluation of public health programs
  • Professional experience in design and delivery of capacity building services to improve the efficacy of public health strategies and enhance outcomes.
  • Preference for someone who has experience working with HRSA/HAB Ryan White HIV/AIDS Program
  • Excellent Experience analyzing data and presenting findings, including papers, posters, webcasts, and other forums, and using data for program monitoring and evaluation, and CQI
  • Advanced knowledge of application of software to facilitate data analysis required, as well as advanced knowledge of Microsoft Word/Excel/Access/PowerPoint/Outlook (familiarity with Intuit Quickbase or other web-based data management systems a plus).
  • Detail oriented, highly organized and ability to multi-task/manage multiple projects.

Excellent written and verbal, communication and interpersonal skills, as well as ability to establish rapport and work with diverse stakeholders and partners.

The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch, or crawl. Must be able to lift up to 15 pounds at times. Vision abilities required by this job include close vision.

Compensation

The salary range for this position is $90,000 - $100,000. CAI offers a generous benefits package including:
