Job Description

Job Duties

The Human Resources Specialist will provide expertise in Human Resource functions, to include, but not limited to recruitment, employee assistance coordination, employee engagement and retention, employee relations, benefits, Family Medical Leave, Workers Compensation, training and organizational development. Reporting to the Human Resources Manager, this position will also provide onboarding and offboarding guidance and assistance and ensure the agency’s completion of related activities. The ideal candidate must be able to work independently and as part of a team.

Minimum Qualifications

The successful candidate will have: 

  • Demonstrated experience in developing and nurturing a culture of diversity, equity, inclusion and belonging.
  • This position reports to the HR manager, works in partnership with the a senior recruiting officer, and works directly with Sheriff as an HR consultant.
  • Perform a wide range of functions associated with recruitment, onboarding, performance management, budget preparation, updating and developing policies, and separation processes in accordance with agency policies.
  • Significant knowledge and/or experience with HR principles and practices, Commonwealth of Virginia human resource policies/procedures, and applicable State and Federal laws is a plus.
  • Ensure the integrity of employee data, including the performance of regular audits and documentation of appropriate quality control measures.
  • Interpret and explain human resources policies, procedures, laws, standards, or regulations.
  • Assist employees with inquiries regarding duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.
  • Significant HR experience including talent management and professional and organizational development.
  • Successful applicants will have comprehensive experience with the Family and Medical Leave Act (FMLA), Virginia Sickness & Disability Program (VSPD), and Worker’s Compensation. 
  • Ability to handle confidential and sensitive information appropriately and with discretion while maintaining a high degree of integrity and credibility. 
  • Excellent verbal and written communication and interpersonal skills, with the ability to build and maintain successful, collaborative relationships and communicate effectively with all levels of the organization and with other City of Richmond and Commonwealth of Virginia agencies.
  • Proven ability to work both independently and as part of a team, 
  • Exceptional organizational skills, ability to meet deadlines, and handle multiple tasks in a fast-paced work environment.
  • Working knowledge of Microsoft Word, Excel, Google Workspace, and presentation software applications.
  • Comprehensive knowledge of principles and practices of all functional areas of Human Resource Management. 
  • Experience in report writing, data collection, and analysis.
  • Knowledge of VA state government HR policies, procedures and systems a plus
  • Provide metrics that enable more effective management of human resources activities, analyze data for trends and prepare reports.
  • Maintain and update human resources documents, such as organizational charts, directories, or performance evaluation forms.
  • Confer with management to develop or implement personnel policies or procedures.

Additional Considerations

  • Considerable experience in the human resource field and/or proven experience in a similar role. 
  • Establish and follow logical priorities of tasks and collect, assemble and process information.
  • Notary License or ability to apply for licensure.
  • SHRM-CP or PHR certification is a plus.

Minimum Requirements:

  • Bachelor's Degree in human resources, business administration or related field required; equivalent experience considered in lieu of degree. Advanced degree or professional designation preferred.
  • Minimum 5 years of Human Resources work experience required.
  • Knowledge of a variety of human resources principles and procedures for recruitment, selection, training, employee relations and compliance including, but not limited to Equal Employment Opportunity (EEO), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and Fair Labor Standards Act (FLSA).
  • Strong analytical skills required.
  • Intermediate knowledge of Excel required.
  • Excellent organizational, written, and verbal communication skills.
  • Human Resources Specialist with strong employee engagement and relations.
