Job Description

The City of Richmond Sheriff’s is seeking a qualified candidate for the position of Strategic Grant Manager within the Finance Division with demonstrated experiences identifying, seeking, and managing federal grants for sponsored programs.

The ideal candidate is a methodical and strategic grants manager able to work with our organization in enhancing funding models, identifying new sources of funding, and developing sustainable. This position is responsible for both submitting grants as well as grant stewardship.

Duties for the strategic grants manager will include managing overall grant efforts, documenting payments and expenditure, optimizing the grant administration process, overseeing fund-raising, preparing progress reports, ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, engaging with donor agencies, educating staff on policies, and preparing financial reports.

Description

This Grant Writer will be responsible for identifying grant opportunities, developing, preparing, and submitting grant applications in a coordinated and proactive manner. The selected candidate must have excellent research and communication skills and be able to clearly communicate in both written and verbal communication, especially in grant proposals.

Duties include but are not limited to

  • Writing, editing, and submitting grant requests.
  • Collecting and analyzing data, internet searches, and other relevant options relating to grant opportunities.
  • Assisting department administration with requests for special fund program funding.
  • Completing and processing required special fund reporting (monthly, quarterly, annual) and documentation retention.
  • Analyzing and verifying monthly lead schedule of expenses/revenue for Finance Division.
  • Collaborating with program managers to manage the preparation of grant funding proposals, budget development, submission, and monitoring of pending applications; and will provide high-level administrative support in the setup of restricted/unrestricted accounts.
  • Serving as point of contact on grant matters, subcontracts and other agreements for the development of assigned award applications.
  • Monitoring Proposal Status.
  • Analyzing Notice of Awards (NOAs) to verify accuracy of award and obligated amounts against primary award records; adhering to funded proposal budgets, computer-tracking codes and specific agency regulations.
  • Initiating reports, ensuring compliance requirements have been met, and reviewing all finalized report documents.
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business/public administration or field related to assignment
  • Five years of journey-level professional experience in grants, fundraising, commercial/business proposal development, or a grant related field such as grants management
  • Three years experience managing large federal grants for sponsored programs in excess of $1 million.
  • Demonstration of successfully securing and managing grants in excess of $500,000
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Proficient in usage of Microsoft Office.
  • Knowledge and usage of local, state and federal grant reporting systems.
  • Certified Fund Raising Executive (CFRE) Certification preferred
  • Documented grant writing or grant management training
