Starting Salary: B21: $19.88 - $24.17/Per Hour

Step 1 -12 – mid-range $41,350.40 - $50,273.60/Annual
* Salary commensurate with relevant work experience

Position Summary:
Under the direction of the Disease Prevention Program Supervisor, the Phlebotomist/Office Assistant is responsible for providing

rapid HIV, Hepatitis C, and syphilis testing in the Disease Prevention Program, which includes in-office, mobile, and other outreach

locations. This person will also be responsible for front desk, clerical duties such as greeting clients, filing, scanning, organizing

charts, and supply inventory.

Minimum Qualifications:

  • High school diploma or equivalent (G.E.D.) and graduate of an approved program in Phlebotomy
  • Two (2) plus years of community-based experience (community health, social services, or community outreach).
  • Certified Phlebotomist.
  • Ability to obtain certifications in the Ohio Department of Health Client-Centered Counseling, HIV and Hep C testing within
six (6) months of hire.
  • Experience working with economically and culturally diverse populations, including all genders, ethnicities, sexual
orientations/orientations, people living with chronic disease, with chronic physical and mental health disabilities, substance

users, unhoused, and incarcerated individuals.

  • Understands and acknowledges that Public Health - Dayton & Montgomery County uses evidence-based and evidence-
informed public health practices based on scientific research including health promotion theory and practice, environmental

health measures, and communicable disease control measures including vaccination, isolation, and quarantine practices, and

medicine for treatment and prevention of disease, among others.

  • Understands and acknowledges the use of tobacco or nicotine products in any form including replacement therapy products
and prescription medications used to treat smoking addiction for any anyone hired after January 1, 2014, is prohibited.
  • Required to play an active role during the public health emergency, crisis, outbreak, incident, or event in which the Health
Commissioner deems additional personnel resources are warranted. This may include changes in responsibilities and

working locations/hours.

  • Completion of Incident Command System 100 and National Incident Management System 700 courses within 90 days of
hire.
  • Access to a motor vehicle and a valid State of Ohio driver’s license and insurance on any personal vehicle that will be used
for work.

Preferred Qualifications:

  • Associate degree in social science, Behavior Science, or related degree with coursework in Phlebotomy.
  • Experience utilizing Electronic Medical Records (EMR). Experience in the medical clerical field.

Responsibilities include but not limited to:

  • Conducting venipunctures and finger sticks for the purpose of rapid HIV, Hepatitis C, and syphilis testing. This includes
interpretation of results, counseling, and referrals as needed.
  • Performing pregnancy testing, glucose testing, and blood pressure screenings.
  • Scanning client documents and entering data into the Electronic Medical Records System (EMR), and other recording
systems. Recording test kit daily temperature logs.
  • Maintaining monthly CTR kit and tracking reports for HIV and Hepatitis C.
  • Running quarterly HIV/Hepatitis C OraQuick controls to ensure proper usage of test kits.
  • Performing office assistant tasks to include covering reception area, greeting clients, answering phones, typing, copying,
filing, building charts, ordering, and maintaining laboratory/office supplies, and scheduling space for special events and

meetings. Is an active participant in professional growth through attendance at meetings, trainings, workshops, and

webinars. Attending and participating in Clinical Laboratory Improvement Amendments (CLIA), HIV/AIDS Prevention

Committee (HAPC) meetings, Health Outreach staff meetings, health fairs, and special events as directed.
