POSITION DESCRIPTION

Job Title:

Support Specialist 1 - Special Services

Direct Supervisor:

Executive Director of Special Services

The Special Services Support Specialist 1 provides direct assistance to the Executive Director of

Special Services and the Director of Special Services to ensure efficient and professional

operations. This position requires prioritizing multiple workloads and potentially meeting the

expectations of multiple staff to ensure smooth workflow and timely completion of tasks and

independently performing a variety of support duties which may be confidential in nature.

Essential Job Functions:

A. Manages the billing and budgets for Transition Programs to include Medicaid
Administrative Claiming (MAC) program, Department of Vocational Rehabilitation

(DVR), and other special services department grant funding.

B. Responds to inquiries and answers substantive questions relating to special education
services from incoming phone calls, emails, and personal contacts, assuring proper

follow-through, routes to appropriate individuals, if necessary.

C. Coordinates agendas and content for Special Services Cooperative Advisory Council with
the Special Services Director.

D. Attends and supports regional special education directors’ meetings each month to
provide technical and clerical support.

E. Attends and supports Cooperative Advisory Council meetings and Newbridge Learning
Academy committees/tasks force group meetings to provide clerical support.

F. Attends and supports Special Services events scheduled after business hours as needed
and directed by the Special Services Director.

G. Composes, prepares, and types a variety of professional correspondence, memos, reports,
agendas, minutes and other materials.

H. Organizes and coordinates events and meetings with several administrators and support

staff.

I. Coordinates training arrangements that include such things as registration and travel
details, catering, meeting facilities and contracts.

J. Track required and mandatory training materials as needed for documentation.
K. Assists with fiscal and records management functions which include the preparation of

purchase orders, contracts; preparation of documents for travel related expenditures; and

monitoring of goods received/services provided, invoicing and any grant claims.

L. Assist with the grant application process, timelines, and quarterly and year end reports.
M. Assists with reconciliation of program revenue and expenditure to budget, working

closely with the business office.

N. Develops and maintains a system for managing necessary agency documentation, forms,
financial records and other files within the scope of responsibility.

O. Organizes staff schedules and arranges meetings and travel details, including facilities,
lodging, transportation, and other details as needed.

P. Manages all billing and invoicing each month for Special Services Cooperative.
Q. Works closely with the Administrative and Fiscal personnel.

S. Assists the Director’s in reviewing, planning, and initiating strategies for performance

development, and leadership support and training.

T. Assists the Director in providing consultation, technical assistance, and training for

special education and student support programs.

U. Interprets applicable laws, codes, and regulations as they apply to special education

services.

V. Consults and works collaboratively with director and program support personnel to

develop comprehensive services, program supports, and procedures which adhere to

policies within the area of special education services.

W. Assists the Director’s with planning, developing, and coordinating the implementation of

professional development for special services personnel to ensure program deliverables

are met.

X. Assists the Director in reviews of corrective action summaries and compliance reports,

provides technical assistance, compliance verifications and assists in the preparation of

verification summaries.

Y. Assists the Director in performance of fiscal management tasks including budget

development, tracking of expenditures, and completion of expenditure reports as required

by funding source, and in compliance with special services guidelines and ESD 105

protocol.

Z. Assists in compiling data and submitting program summary reports as required by

funding source.

AA. Attends, assists with the coordination of, and provides input to collaborative meetings

with agency partners.

Other Job Functions:

A. Perform other related duties as assigned.

Qualifications:

Required Education and Experience

1. AA degree or vocational school degree/certification with study in a related area.
2. Three (3) plus years’ experience providing secretarial, administrative, or business operations

support in a professional or governmental setting.

3. Previous experience managing program budgets, billing, and contracts related to grant
funding.

Preferred Education and Experience

1. BA Degree with study in a related area.
2. Job-related experience with increasing levels of responsibility.
3. Experience with modern office practices, procedures and equipment including a personal

computer, advanced word processing, spreadsheet, and desktop publishing software.

Required Skills, Knowledge and or Abilities

1. Demonstrated expertise in MS Office suite (Word, Publisher, Excel, Power Point); and
Google features such as mail, calendar, and documents.

2. Proficient in text editing and document layout/production.
