Oakdale is excited to announce the creation of a new Assistant City Administrator position, who will have the opportunity to be involved in a variety of responsibilities. We have a fantastic management team, supportive City Council, and a hard-working staff that work together to make a difference in the Oakdale community.The successful candidate will have a bachelor's degree in public administration, organizational development, or related field; a minimum of seven years of progressively responsible municipal (or similar) experience; and be well versed in effectively leading people and projects, implementing work plans, and working in a healthy team environment. Additional education, experience, and ICMA-CM certification are highly valued.This is a unique chance to be part of creating a new position with various responsibilities from the ground level!
EXAMPLE OF DUTIES
The Assistant City Administrator is a high-level position responsible for supporting and assisting the City Administrator in managing City services, personnel, and department budgets. This position will oversee various city administrative functions including facilities maintenance, information technology, legislation, and risk management as well as provides direction on special projects. This position guides day-to-day decision-making processes in various administrative areas and provides strategic direction as assigned. Responsible for administering administrative department activities, policy development, program planning, and corresponding budgets. The Assistant City Administrator leads organization-wide changes to policies, procedures, and culture, and provides recommendations to the City Administrator for consideration. The Assistant City Administrator acts as the City Administrator in their absence as assigned.The essential functions of the position include, but are not limited to the following: Work collaboratively with other staff to provide excellent and responsive public serviceProvide leadership and assist the City Administrator in setting the strategic direction of the organization to achieve outcomes and in the day-to-day administration and operations of the city governmentDemonstrate a consistent “team approach” and willingness to work outside own job duties when the situation calls for itProvide strategic direction for various administrative areas and manages overall department performance toward meeting department, organization, and City Council goalsCoordinate annual property, liability, and boiler insurance renewals and processes any claims Coordinate the delivery of information technology and facilities maintenance services for the City’s departments and buildings. Continuously evaluates processes and services in these areas; developing options for improving or matching services more closely to organizational needs. Implements adopted changes within the designated timeline and budgetEstablish and maintain effective working relationships with other City departments and staff; work collaboratively as part of the City’s management team to ensure the most effective and efficient delivery of municipal services as a wholeAbility to facilitate and provide coaching and training for staff Ability to perform comprehensive policy and data analysis on a range of municipal projects, policies, practices, and organizational proceduresAbility to use technology and software to consolidate information from multiple departments Help develop ideas for programs and services. Coordinate and lead various special projects including city-wide initiativesAssist and coordinate with the City Administrator on broad areas sch as City Council meeting and material preparation, budget preparation and analysis, and emerging trends Proficient in budgeting process (working with City Administrator, Department Heads, and Elected Officials) and communicating tax levy and tax capacity impactsAssist with legislative priorities and managing/tracking applicable legislation Advocate as necessary or directed for a specific City-adopted position or platformProvide coaching and mentoring to supervisors and directors on personnel and policy issues.Act as City’s backup representative on MetroInet boardEnsure that citizen issues and complaints are appropriately handled and responded toRepresent city on unresolved issues with residents.Represent city at various community meetings.Support the work of other departments as assigned. Build trust and relations with various groups, stakeholders, and residents in the community Ability to communicate clearly, both verbally and in writing.Ability to promote a positive and supportive work environment.Keep City Administrator promptly informed of all significant developments that they would need to know to effectively perform their position as Chief Administrative Officer.Represent the city in a courteous, responsive, and professional manner in all interactions.Ability to follow written and verbal instructions.Perform other duties as assigned
