Job Description and Duties

Under the general direction of the EMSA Director, the Career Executive Assignment (CEA) Special Advisor (SA) provides oversight, supervision and guidance regarding the intake, investigation, and recommended resolutions for appeals regarding the denial of license and decision to impose licensure action for the Paramedic Disciplinary Review Board (PDRB). Specifically, the SA provides oversight, supervision, and guidance regarding the Paramedic Disciplinary Review Board (the Board). The SA serves as a government representative of the Board publicly and in meetings and acts as a liaison between EMSA and the Board. The SA independently formulates and implements all policies and program requirements of the PDRB administrative functions including human resources, information technology, purchasing and contracts, business services, budgets, accounting, and program support. The SA provides subject matter expertise and recommendations to the Board Members and EMSA Executive Team and participates in planning, policymaking, and decision-making, as well as the development and implementation of the Board’s strategic and operational planning.

Department Information

The California Emergency Medical Services Authority (EMSA) oversees emergency and disaster medical services in the state of California. EMSA functions as one of thirteen departments and five offices within California’s Health and Human Services Agency (CalHHS). EMSA is charged with providing leadership in the innovation and administration of the emergency medical services (EMS) system throughout the state, which includes setting standards for the training and scope of practice for various levels of EMS personnel. EMSA is also responsible for promoting disaster medical preparedness throughout the state, and when required, coordinating, and supporting the State of California’s medical response to major disasters.

Examination Qualification Requirements

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Have demonstrated experience exercising a high degree of integrity and confidentiality for sensitive issues and using sound judgment in decision making.
  • Have experience leading and managing teams while demonstrating the ability to communicate a clear vision, set and monitor goals and expectations, foster a collaborative work environment, and encourage leadership and initiative.
  • Experience managing high-impact public engagement, hearings, and disciplinary actions.
  • Excellent management and leadership skills.
  • Experience advising upper management on and making recommendations on policies and strategy.

Examination Information

The examination process will consist of a thorough evaluation of the applicant's Statement of Qualifications (SOQ). Each applicant must complete and submit his or her SOQ responding to all factors listed in this section. Applicants without the SOQ may be eliminated from the examination. When completing the SOQ, applicants must follow these guidelines:

  • Responses must be typed in Arial font and no smaller than 12 point font size.
  • The SOQ responses should not exceed five (5) pages in length
Answer each numbered item separately and indicate the corresponding question number for each response.
  • Describe your ability to develop relationships, work collaboratively, and communicate clearly and concisely. Provide examples of your experience presenting to Boards, or similar, and share how you believe disciplinary decisions, including denial of license and imposition of licensure action should be communicated.
  • Describe and provide examples of your direct experience and/or knowledge of oversight, supervision, and guidance for a government program.
  • What is your experience managing hearings? Please note your familiarity with adhering to the Bagley/Keen Open Meeting Act and planning public hearings.
  • Describe your experience developing program planning and evaluations, processes, policies analysis, and procedures.
  • Describe your experience with managing a program including fiscal, personnel, budget, administrative services, and program evaluations.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
