What are the responsibilities and job description for the Director of Human Resources position at Whittier Street Health Center?
SUMMARY OF POSITION:
The Director of Human Resources provides leadership and coordination of the Health Center’s human resources functions. This position is responsible for developing and implementing human resources strategy and programs in support of the strategic plan and performance improvement initiatives. The Director of Human Resources oversees and monitors the Joint Commission human resources standards and other accreditation requirements.
ESSENTIAL FUNCTIONS:
Develops, implements and monitors human resources goals and objectives to ensure alignment with the Health Center’s strategic plan and performance improvement goals.
Monitors and evaluates the Health Center’s organizational culture and provides recommendations on changes to accomplish the Center’s goals and objectives.
Develops and monitors approved operating budget to ensure that the department remains within budgetary levels.
Generates a strategic recruitment plan and plans to support diversity and inclusion.
Creates a strategic training and organizational development plan that meets the professional and organizational needs of the Health Center and the employees.
In collaboration with the CEO and Senior VP of Finance oversees compensation programs to ensure regulatory compliance and competitive salary levels, and oversees the design and development of compensation strategy and programs. Updates and maintains an annual job grading system.
Directs the administration of benefit programs and evaluates and recommends improvements of benefit programs.
Counsels and assists employees in resolution of work related problems and grievances, provides mediation and/or facilitation services between employees and between employees and managers.
Conducts investigations, oversees related documentation and represents the Center at employee-centered hearings.
Consults with and coaches managers on employee relations matters, i.e. communication, conflict resolution, performance management and corrective action and terminations.
Assists managers with the development of new positions, qualification requirements, grade levels, classifications, transfers and promotions.
Manages the employee performance evaluation system to ensure effectiveness, compliance and equity.
Evaluates procedures and technology solutions to improve human resources data management.
Oversees and manages the process for credentialing, obtaining hospital privileges and verifying licensure of providers and clinical employees.
Oversees and coordinates employee events, all staff meetings and other employee-centered activities.
Represents the Health Center in community and public relations activities, as designated by administration.
Attends required meetings and participates in committees as requested.
Supervision of the CEO’s Executive Assistant and the Human Resources staff.
Participates in the Administrator on Duty schedule.
Performs other duties as requested
QUALIFICATIONS & REQUIREMENTS:
Masters degree in Business (or related field).
SHRM Certification or Human Resources Management Certificate.
At least seven to ten years of experience managing/directing human resources functions, preferable in a health care organization.
Ability to read, interpret and apply guidelines, policies and procedures.
Ability to maintain strictest confidentiality.
Knowledge of Joint Commission human resources standards preferred.
Knowledge of Labor Laws and other employment related regulations.
Knowledge of computer systems and application.
Strong communication skills.
Strong knowledge of organizational policies, procedures and systems.
Knowledge of federal and state regulatory statues for compliance in the health care environment (i.e., OSHA, Joint Commission, FLSA, etc.).
Expertise in planning, organizing, delegating and supervising
Skill in effectively handling emergent and/or stressful situations while maintaining
professionalism.

Pay: $80,000.00 - $100,000.00 per year
