Position Overview
We are seeking an experienced Business Analyst – Project Lead to support major IT modernization projects within SCDHHS. The ideal candidate will analyze business needs, evaluate processes, and translate user requirements into effective technology solutions. This role bridges communication between business stakeholders and technical teams, ensuring delivery of efficient and scalable systems for Medicaid operations.

Required Skills & Experience (Must-Have)
- 7 years of experience in commercial healthcare environment.
- 3 years of State Medicaid payer system integration/delivery experience.
- Strong understanding of enterprise-scale, cross-functional IT projects.
- Familiarity with Medicaid Information Technology Architecture (MITA) principles.
- Knowledge of standard healthcare data formats, electronic data interchange (EDI), and file structures.
- Ability to innovate with business processes, methodologies, and technology.
- Excellent communication skills (written & verbal) across all organizational levels.
- Strong stakeholder management and vendor interaction capabilities.
- High level of professionalism with strong analytical and documentation skills.
- Exceptional attention to detail is mandatory.
Preferred Skills (Good to Have)
- Subject Matter Expertise in Medicaid or healthcare insurance operations/projects.
- Hands-on experience with MMIS systems (operational or project-based).
- Experience with Microsoft Project / Project Server.
