Job Summary
The Export Control Analyst I assists the Research & Innovation Office (RIO) with institutional compliance of international trade compliance laws and regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and the Office of Foreign Assets Control (OFAC) Regulations and Sanctions. RIO is also charged with the development of our University's approach relating to Research Security in ensuring the effective implementation and continued oversight of research security measures relating to the CHIPS and Science Act and National Security Presidential Memorandum-33. This position supports the operational, administrative, communication and record-keeping functions of the Office of Export Controls (OEC). This position requires a learning knowledge of U.S. Import/export control laws, regulations and sanctions and an interest in working in the emerging field of research security.

What Your Key Responsibilities Will Be
Export Controls and Research Security Compliance
- Performs beginning-level regulatory research on issues related to export controls and issues guidance to faculty, staff and students, and assists in the day-to-day operation and implementation of the University's export control compliance program.
- Performs beginning-level assessment, documentation and issuance of export control guidance related to international agreements, international travel, foreign gifts and donations, sponsored programs proposals, awards, and sub-recipient agreements, international shipping, including managing relationships with customs brokers and other commercial carriers, international and visiting scholar appointments, financial and sanctions compliance, technology transfer, Self Classification of USML/ECCN items and defense articles, technology control plans and other security plans and monitor compliance with such plans, export license applications for international exports and deemed-exports.
- Inputs data into export control databases including regulatory compliance guidance, training, export assessments, prior US. Government approvals, identifying the inventory of equipment on campus which might trigger export control compliance obligations.
- Works directly with faculty, staff, and students to provide subject matter expertise on University policy and procedures related to export controls and assists in training junior personnel.
- Assists in implementing institutional-wide export control policies and procedures and document procedures in the Export Compliance Management Plan (ECMP).
- Supports the International Student and Scholar Services (ISSS) for international and visiting scholar appointments and other visa assessments, including restricted party screening of applicants, collaborators, and funding sources. Manages and inputs information into visa and red-flag databases.
- Supports the Office of Conflicts of Interest and Commitments by performing foreign influence assessments of international activities related to research and non-research-related activities. Identifies licensing or notification of compliance requirements for certain international activities.
- Drafts and implements compliance protocols under supervision on export-controlled sponsored programs, and other activities requiring export compliance. This task includes the identification of restrictions applicable to university activities, verifying participant foreign person status, determining licensing requirements, assisting in the creation of Technology Control Plans (TCPs) or other security protocols; assisting in acquiring the information required to process export licenses, drafting exemption certificates; record-keeping, conducting compliance monitoring, and assisting in acquiring pre-publication approval of restricted research results.
- Reviews agreements and suggest contractual language modifications to those related to international trade compliance, including Memoranda of Understanding (MOU), Sole Source, Non-disclosure Agreement (NDA), Proprietary Information Agreement (PIA), Material Transfer Agreement (MTA), and/or Confidential Disclosure Agreement, Technology Transfers and/or Patents.
Restricted, Proprietary and Classified Research
- Contributes to self-classification research materials.
- Monitor federal laws, rules and regulations that impact Export Control, Research Security, and Classified Research.
- Provides support in the oversight and management of the University of Colorado's facility clearance.
- Performs independent Commodity Jurisdiction and Self Classification of USML/ECCN items and defense articles.
- Assists in authoring Advisory Opinion requests, and responses to regulatory changes that affect university operations.
Project Support
- Participates in Office of Export Control committee activities as assigned.
- Performs restricted party screens and coordinates training of Visual Compliance users.
- Independently trains university staff and personnel as required, in export control protocols outlined in the ECMP.
- Assists in providing updates of export controls regulatory requirements to CU faculty, staff and students.
- Provides editing and proofreading support for documents and websites published by the Office of Export Controls.
- Maintains membership in export and security-related organizations and attends annual training.

The hiring range for this position is $53,000 - $62,000 annually.

What We Require
- Bachelor’s degree and one year of prior translatable work experience or equivalent combination of education and/or relevant experience.
- Knowledge of, or exposure to, U.S. export/import laws, regulations, sanctions and U.S. government licensing processes.
- Due to requirements to access export-controlled data and information, only U.S. citizens, lawful permanent residents (green card holders), or other protected individuals (i.e., persons designated as an asylee, refugee, or temporary resident under amnesty provisions) may apply.
- Ability to acquire a US Government security clearance.

What We Would Like You to Have
- Bachelor’s degree from an accredited institution in engineering, law or a related field.
- Higher education experience or experience with export control and research security regulatory requirements.
- Experience in analyzing risks and the use of professional judgment to effect appropriate solutions.
- Familiarity with or experience working in restricted research environments, which may contain export-controlled and/or classified information.
