Summary

Job Summary

The Senior Export Control and Research Security Analyst (Research Security and Export Control) supports the Research & Innovation Office (RIO) and Research Security and Integrity (RSI) with institutional compliance of research security and export control laws and regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and the Office of Foreign Assets Control (OFAC) Regulations and Sanctions. RIO is also charged with the development and oversight of our university’s approach relating to Research Security in ensuring the effective implementation and continued oversight of research security measures and compliance with the CHIPS and Science Act and National Security Presidential Memorandum-33.

This position requires an advanced knowledge of U.S. Export Control Laws, regulations and sanctions and an interest in working in the emerging field of research security. The Senior Analyst will be adept at collecting, documenting, and evaluating information in a fast-evolving regulatory environment, maintaining institutional records, and translating complex findings into actionable compliance strategies that mitigate institutional risk. The role involves frequent collaboration with university collaborators, including faculty, administrative units, research institutes, and legal counsel, to ensure consistent adherence to federal and institutional requirements. The Senior Analyst will serve in a critical role by supporting a diverse set of campus departments and institutes. Efforts pertaining to these roles will by nature shift over time, in line with campus and regulatory mandates.

Responsibilities

What Your Key Responsibilities Will Be

Research Security Compliance

  • Serve as a subject matter expert on research security policy.
  • Conduct research security reviews under supervision of CU’s Research Security Officer.
  • Working with the RSO, understand the university's risk tolerance and identify areas of increased risk or exposure to campus.
  • Handle day-to-day inquiries related to research security policy and operations.
  • Ensure timely updates of the webpage and coordinate communications with updates and changing expectations.
  • Develop protocols, training materials and briefing papers related to research security.
  • Routinely engage with interested parties related to research security policy and operations and solicit feedback on success and areas for improvement.
  • Participate in various campus committees such as CU Boulder’s Campus Misconduct Advisory Group (CMAG) and Faculty Committee for Restricted, Proprietary and Classified Research (FCRPCR).
  • Participate in NSF SECURE ANALYTICS and communicate timely updates to the team and campus.

Export Control Compliance

  • Perform advanced analysis on issues related to export controls and issue guidance to faculty, staff, and students, and assist in the day-to-day operation and implementation of the University’s export control compliance program.
  • Perform advanced-level assessment, documentation and issuance of export control guidance (ITAR, EAR, and OFAC) related to international agreements, international travel, foreign gifts and donations, sponsored programs proposals, awards, and sub-recipient agreements, international shipping, international and visiting scholar appointments, financial and sanctions compliance, technology transfer, self-classification of USML/ECCN items and defense articles, projects or programs containing Controlled Unclassified Information, technology control plan implementation and audit, and other security plans, and monitor compliance with such plans, export license applications for international exports and deemed-exports.
  • Work directly with faculty, staff, and students to provide subject matter expertise on university policy and procedures related to export controls. Assist in the implementation and compliance with institutional-wide export control policies and procedures and document procedures in the Export Control Compliance Program.
  • Support the Office of Conflicts of Interest and Commitments (COIC) by performing foreign influence assessments of international activities related to research and non-research-related activities. Identify licensing or notification of compliance requirements for certain international activities.
  • Draft and implement compliance protocols on export-controlled sponsored programs, and other activities requiring export compliance. This task includes the identification of restrictions applicable to university activities, verifying participant foreign person status, determining licensing requirements, and creation of Technology.
  • Control Plans (TCPs) or other security protocols; acquiring the information required to process export licenses, drafting exemption/exclusion documentation; record-keeping, conducting compliance monitoring and assisting in acquiring pre-publication approval of restricted research results.
  • Review agreements and offer contractual language modifications to those related to export control and research security.

Restricted, Proprietary and Classified Research

  • Provide support in the oversight and management of the University of Colorado's controlled and classified environments.

What You Should Know

This position offers a primarily remote work modality with some on-site work hours to enable research laboratory visits and meet with key personnel, when necessary. We offer professional development and training for this position.

What We Can Offer

The annual hiring range for this position is $85,000-$110,000. A signing bonus is available.

What We Require

  • Bachelor’s degree from an accredited university and five years of experience in research security and/or export compliance, including export license determinations for USML and CCL-controlled items, or closely related work. A combination of education and/or relevant experience may substitute.
  • Advanced knowledge of U.S. export and/or research security laws, regulations, sanctions and U.S. government licensing processes.
  • Experience with confidential personnel and security issues.
  • Experience analyzing complex contracts, regulatory and legal documents, and policies.
  • Experience in classifying goods, software, and technology under the EAR and ITAR.

  • Ability to evaluate internal controls and understand organizational risk, implementing appropriate policies, procedures, or processes to ensure compliance.

  • Proficiency in Microsoft Office Suite.
  • Advanced knowledge of US export control and research security laws and regulations.
  • Demonstrated proficiency in communicating complex regulations and policies to non-experts.

What We Would Like You To Have

  • JD or Graduate degree in engineering or a related field, or equivalent experience can be substituted.
  • Export compliance experience at an academic institution or research organization (with emphasis on NASA, DoD, and DOE funding).
  • Experience with Fundamental Research Exclusion (FRE).
  • Experience and/or knowledge of research security; preferably in an academic or research-intensive environment.
  • Experience working in a classified research environment.
