Title: Contract and Proposal Specialist
Reports to: Vice President of Administration
Summary of Position:
Reporting to the VP of Administration, the Contract and Proposal Specialist is a highly motivated and detail-oriented technical writer and project management professional responsible for improving proposal win rates by developing high-quality, compliant, and competitive submissions. This role plays a critical part in securing international, federal, state, and municipal business opportunities.
This individual will contribute to TYR Tactical’s mission of innovating, designing and manufacturing lifesaving tactical protective solutions for law enforcement, special operations forces, dignitaries, and military personnel worldwide. Our products are proudly made in America at our headquarters in Peoria, Arizona.
The Contract and Proposal Specialist manages the full lifecycle of complex proposals, from opportunity identification through submission, ensuring timely, accurate, and compliant responses. The ideal candidate is adaptable, self-driven, and collaborative, with strong time-management skills and a proactive, can-do attitude. This role also supports contract review, procurement activities, administrative duties and documentation efforts critical to organizational success.
Duties & Responsibilities:
Proposal & RFP Management
- Receive, review, and analyze RFPs, RFQs, and RFIs, to determine scope, requirements, and deadlines.
- Lead and coordinate the full proposal development lifecycle, including drafting, editing, and submission.
- Develop persuasive technical narratives and proposal responses aligned with solicitation requirements.
- Ensure all proposals are compliant with government regulations, client specifications, and company standards.
- Communicate effectively with senior leadership to resolve contractual and proposal-related challenges.
Content, Contracting and Compliance
- Create, edit, and maintain high-quality technical documentation and proposal content.
- Perform comprehensive contract reviews, identifying risks and ensuring alignment with company objectives.
- Interpret contract requirements and assess impacts of modifications or changes.
- Develop and communicate contract positions to government and commercial customers.
Reporting & Continuous Improvement
- Track proposal progress, submission status, and performance metrics including win/loss ratios.
- Maintain a database of submitted proposals, feedback, and lessons learned.
- Recommend process improvements to enhance proposal quality and success rates.
Qualifications:
- Minimum of two (2) years of experience in procurement, contracting, or proposal development.
- Experience with government contracts and public sector procurement strongly preferred.
- Proven ability to draft and manage complex contracts, solicitations, and technical documentation.
- Strong ability to understand and translate complex technical concepts into clear, compelling content.
- Exceptional written and verbal communication skills (English).
- Highly organized with strong attention to detail and accuracy.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Qualifications:
- College degree in business, Communications, or equivalent professional experience.
- 2 years of experience in contract administration or proposal writing, preferably in a manufacturing or government contracting environment.
Working Environment:
This is an in-person position based at our Peoria, Arizona headquarters, requiring daily on-site presence to support collaboration, communication, and team effectiveness. The role operates within a professional office environment and involves frequent interaction with cross-functional teams and internal stakeholders.
